MaSA Constitution


ARTICLE I
Section A
This organization shall be known as the Malaysian Students Association (MaSA).

Section B
The purpose of this association shall be to enhance interactions between Malaysians and other students,
faculty, and staff of the Virginia Polytechnic Institute and State University; and to promote Malaysia
through cultural, educational and social activities.



ARTICLE II
Section A
Membership Categories.
- Active Membership
- All students, faculty and staff at VPISU are entitled to active membership. Only active members shall
  have the privilege of voting in any proceeding of the association. A member is deemed active on payment
  of his/her dues and in conjunction to attending fifty percent (50%) of the associations meeting during
  each term.
- Associate Membership
- Associate membership shall be extended to those who have an interest in the association. An associate
  member shall be entitled to pay associate membership dues. Voting privileges are not granted to
  associate member.
- Honorary Membership
- Honorary membership may be awarded to any person who has provided distinguished service in his/her
  respective field. An active member can nominate an honorary member with the approval of the Executive
  Committee.

Section B.
- Non-discriminant Statement
- The Malaysian Students Association shall not bar any student from membership on the basis of race,
  sex, or handicap. Political inclination shall certainly not interfere in any proceeding of this association.



ARTICLE III
Membership dues will be recommended by the Executive Committee no later than the second meeting
following elections and must be approved by vote of the active members present at a business meeting of
the association. The Executive Committee will set a deadline for payment of dues.


ARTICLE IV
Section A
- Officers and Elections
- Elected officers of this association shall be : President, Vice-President, Secretary, Treasurer, and two (2)
  Coordinators.

Section B
- Terms of Office and Reelection.
- The association shall elect new officers on an election day during Spring term. The duration of an officers
  term shall be one academic year.

Section C
- Qualification and Replacement
- Only Malaysian students who are active members may be officers. In the event of the resignation of any
  officer, an active member shall be nominated by the Executive Committee for a replacement. In the event
  an officer does not perform his/her duty in a rightful manner, the Executive Committee shall vote to
  remove him/her from office. Active members shall decide upon a replacement if at least eighty percent
  (80%) of the active members present vote for replacement.

Section D
Duties of the President
   1.The president shall obey and enforce the constitution and by-laws of the society.
   2.The president shall preside at meetings of the association and the Executive Committee.
   3.The president shall be held accountable to the society as a whole.
   4.The president shall act as the official representative of the society.
   5.The president shall appoint all committee chairman, and shall execute other duties incumbent with
     the office, subject to the approval of the Executive Committee.

Section E
Duties of the Vice-President
   1.In the absence of the president, the vice-president shall act in the official capacity of the president
     and take upon him/herself all the duties of that office.
   2.In case the president is removed from office by any means, the vice-president shall act as the
     president until a new president is elected.
   3.The vice-president shall coordinate the work of the committees.
   4.The vice-president shall report all necessary activities of the association to the International Club.

Section F
Duties of the Secretary
   1.The secretary shall act as a recorder of all business brought before the organization and shall take
     a complete record of each meeting.
   2.The secretary shall notify the National Secretary of all changes in the personnel of officers; and
     shall furnish a complete list of names, roll numbers and addresses of initiates with their initiation
     dues.
   3.The secretary shall keep a record of the reports of each committee.
   4.The secretary shall be held responsible and accountable for all the records of the association.
   5.The secretary shall carry on all correspondence within the local chapters which the the Executive
     Committee deems fit.

Section G
Duties of the Treasurer
   1.The treasurer shall establish and maintain financial records of the association in accordance with
     the Uniformed Accounting System of VPISU. The treasurer must submit financial records to the
     Office of Student Organizations or Student Activities Central Accounting Office when requested to
     do so.
   2.The treasurer shall render a report at the annual meeting of the association or at the request of the
     Executive Committee.
   3.The treasurer shall be held responsible and accountable to the association for all financial
     transactions.
   4.The treasurer shall collect all dues and fees.

Section H
Duties of the Coordinators
   1.The coordinators shall coordinate the activities of the association.
   2.The coordinators shall promote cultural and social activities of the association.
   3.The coordinators shall establish contact with all new Malaysian students at VPISU and work in
     coordination with the International Student Office.

Section I
Advisor
The association shall have a faculty advisor from staff at VPISU. He/She shall be elected by a simple
majority of active members, shall serve for a period of one (1) year and can be re-elected. The faculty
advisor shall serve without vote on the Executive Committee.

Section J
Executive Committee
The Executive Committee has the right to form subsidiary committees for functional purposes.



ARTICLE V
Section A
Meetings
In addition to an election day meeting that will be held in the middle of Spring term, at least one official
meeting shall be held each term.
Additional meetings will be held upon request of the Executive Committee or upon the written request of
ten (10) active members of the association.

Section B
Quorum
Fifty percent (50%) of the active members who participate in current activities of the association shall
constitute a quorum. A quorum must be present to conduct business. Unless stipulated otherwise, a
simple majority of those present at a meeting will be needed to pass all motions, amendment, etc.



ARTICLE VI
Section A
Composition and Duty
The officers of this association shall serve as an Executive Committee. The committee shall have the
power to act for the association between regularly scheduled meetings, and to perform other duties
stipulated in the by-laws of this association. Meetings of the Executive Committee shall be held on notice
from the president.

Section B
Responsibilities
The Executive Committee shall be responsible to the association membership for all action taken and
cannot notify any action taken by the membership as a whole. The Executive Committee shall appoint
temporary replacement for officers of the association, in the event of a vacancy in an office.



ARTICLE VII
The rules contained in ROBERT'S RULES OF ORDER shall govern the society in all cases to which they
are applicable and in which they are not inconsistent with the by-laws or the special rules of order in the
association.


ARTICLE VIII
Amendments to the constitution and by-laws of this association may be made with the approval of 2/3 of
the active membership present at a meeting at least one (1) week following distribution of proposed
changes to all active members. Any changes in the constitution or its by-laws must be approved by the
Commission on Student Affair through Constitutional Affairs Board.


ARTICLE IX
The association shall abide by all applicable policies contained in the University Policies for Student Life.
