The panopticon is the invisible Eye of surveillance that modern subjects have internalized. It is not important whether or not the panopticon is "really there" watching you, but rather that his normalizing gaze always threatens to judge, condemn, and control your behavior. That's why you don't run red lights even at three in the morning. Subjects watch themselves, which makes the actual forces of discipline less and less necessary. Cameras, small "don't do thats", looks of shame, nagging nagging conscience.
