11 Eleven mining firms file application to quarry in Nueva  Vizcaya 
    
       ARITAO, Nueva Vizcaya, Nov. 11 (PNA)--Eleven more mining companies are set to conduct 
"sand and gravel extraction" in the province.
 
     But local residents express apprehension that the sand and gravel quarrying are mere 
fronts for mining operations.
 
     Aritao Mayor Ruben Sayo said the mining companies are eyeing a total of 600 hectares 
operations area in four barangays bordering the towns of Aritao and Dupax del Sur.
 
     The companies' workers are already in their respective areas conducting information 
campaign among the local residents which is part of the agreement entered into with the 
Department of Environment and Natural Resources (DENR).
 
      Under the application for mineral production sharing agreement (APSA), the DENR issued 
permits to firms for the extraction of sand and gravel and other associated minerals subject 
to the provisions of RA 7942 of the Philippine Mining Act of 1995.
 
     Sayo said the proponents of quarrying activities are required to prove the social 
acceptability of the project by getting the consent of affected residents.
 
     Of the 11 mining companies, five plan to operate at the banks of Marang River here, namely: 
the Glendale Mining and Development Corp.,Oregon Mining and Development Corp. and the Eagle Crest 
Mining and Development Corp. with an area of 50 hectares each at barangay SanFrancisco here, and, 
the Lazarus Mining Corp. and Hopewell Mining Corp. both at barangay Tucanon.
 
     The Liperpool Mining and Development Corp., on the other hand, will operate along the Sta. Fe 
River at barangay Nagcuartelan.
 
     In nearby Dupax del Sur town, the Anaconda Mining and Development Corp., P.L. Goodman Mining 
and Development Corp.,Aberdeen Mining and Development Corp. and the Bridestone Mining and Development 
Corp. are also set to conduct sand and gravel extraction along the Marang River at barangay Banila, 
while the Cypress Mining and Development Corp. is eyeing the Sta. Fe River banks at barangay Mangayang.
 
     The quarry application for all the 11 firms were filed with the Mines and Geosciences Bureau 
in Region 2 on the same day, February 22, 2001.
 
      Fr. Eden Orlino, director of the Diocesan Social Action Center (DSAC), expressed apprehension 
that the proposed quarry activities will be used as fronts for the companies' expansion and actual 
mining for valuable minerals.
 
      The area lies at the river downstream and foothills of the ore-rich Mamparang mountain range 
in eastern Nueva Vizcaya.
 
     Residents in the area also fear that sporadic quarrying activities will result in the lowering 
of the riverbanks and thus,the flooding of rice lands and nearby barangays with the swelling of
the river during the rainy season.
 
     Nueva Vizcaya, with its rich resource of gold and copper, has been the favorite target of big-time

OFW brought home dead in Nueva Vizcaya
(It looks like this is second case of OFW mysterious death of Domestic Worker in Hongkong.)
 
    BAGABAG, Nueva Vizcaya, Nov. 12 (PNA)--An overseas Filipino Worker was brought home dead here after 
a brief  stint as domestic helper in HongKong.
 
        The body of Lorna Capayan,  37, of barangay Villa Coloma  was transported back to 
the country following her mysterious death in that Chinese territory late last month.
 
        Lorna was forced to leave the Philippines for work abroad on July 14, this year in her 
desire to deliver her family from poverty.
 
        She was then employed as househelp for one Ng Yuk Ling Sandie. The victim left behind 
her carpenter husband, Carlo Magno Pasion,Jr., and their three daughters Cherrylou, 15; Loida Gueen, 
14; and,Diosa, 10.Barely 10 weeks after her first-day of work with her new employer, Lorna died 
allegedly due to rabies infection.
