Your Rights to Peace & Quiet In Los Angeles

The City of Los Angeles has many laws to protect you from excessive noise. Unfortunately Los Angeles does not make it easy to find what these laws are. Below is a list of Los Angeles municipal codes that regulate noise. Please note that some types of noise are also covered under state law (such as using car horns to announce arrival instead of door bells). Below are the major LAMC anti-noise laws.

 
 
41.40 LAMC  Construction before 7:00 AM or after 9:04) pm Mon. thru Fri. or before 8:00 AM or after 6:00 pm Sat
41.57 LAMC  Loud and Raucous Noise anytime.
80.36.2 LAMC  Trucks enroute to construction before 6:30 AM
80.36.3 LAMC  Trucks idling near construction site before 6:30 AM.
112.01 LAMC  Loud TVs, Stereos, Amplified music at any time
112.04 LAMC  Powered equipment and other devices before 7:00 AM and after 10:00 PM.
112.05 LAMC  Maximum level of equipment (dBA) before 7:00 am and after 10:00 PM.
112.06 LAMC Places of entertainment (warning sign required if noise level exceeds 95 dBA)
113.01 LAMC  Refuse or Garbage collection within 200 feet of a residence prohibited before 6:00 AM or after 9:00 PM.
114.01 LAMC  Vehicle repairs before 8:00 AM or after 8:00 PM.
114.02 LAMC  Unreasonable operation of a motor vehicle anytime (idling for long periods, racing engine. etc).
114.03 LAMC  Vehicles—loading and unloading before 7:00 AM or after 10:00 pm within 200 feet of a residence
115.02 LAMC  Amplified Sound — Loudspeakers, music, etc. including vehicles 
116.01 LAMC  Loud, unnecessary, and unusual noise anytime.
VIOLATION OF ANY OF THESE LAWS IS A MISDEMEANOR AND CAN RESULT IN ARREST.

Although the LAPD will generally respond to noise complaints, it is more difficult to get them to allow you to press charges under these sections of the LAMC. You may find it useful to file written complaints to the Noise Enforcement Team and your city councilperson. Violations of these laws can also be used as ground for a civil suit. In cases where the noise is cause by resident tenants or business leasors you can also claim damages vs. the owner of the property. You can file suit in small claims court.
