MILLENIUM DISABLE SCOUT PROJECT

BACKGROUND

H.M. King Bhumibol Adulyadej’s Mother H.R.H. Princess Srinakarin was a lady with extra-ordinary dynamism, talents, personality, and love for her country people. She completed her study in Nursing from the School of Nursing, Siriraj Hospital and was awarded a fellowship to further her nursing study at Boston, USA. During her fellowship period she met H.R.H. Prince Mahidol ( H.M. King Bhumibol Adulyadej’s father) and they got married in the due course of time. She had three children, 2 sons and 1 daughter.

 

Being a nurse with a common background, she had the full understanding of the plight and problems of her country folks. After returning from U.S.A, she dedicated her entire life towards solving problems of the common man and upliftment of healthcare services in Thailand. She spent her entire life serving the people of Thailand by personally getting involved in identifying and understanding health problems of the people. She was the pioneer in initiating health projects in rural areas of Thailand. One of the development projects she had initiated was the setting up of a foundation of prosthesis for amputation with mobile units in the four region of Thailand. The World Health Organization conferred upon her the recognition on the occasion of her 100-year birthday anniversary. UNESCO had placed her in the VIP personality list of the world for her efforts to the services to mankind.

 

On the occasion of H.R.H. King Mother 100th Year Birthday Anniversary Celebrations on the 20th October 2000, the foundation for prosthesis for amputees organized a mobile workshop at the Sanam Luang ground, Bangkok. A record total number of 750 prosthesis was made for the amputees during this occasion. One of the observations was that the disabled could walk very well with the prosthesis. During this function, the Rotary Club Bangkok Banglamphu under the leadership of CP- Prof. Dr. med. Yongyudh Vajaradul (Member – Asia Pacific Scout Committee) in conjunction with prosthesis for amputees foundation and National Scout Organization of Thailand, initiated the project. 17 candidates were selected from the program to join the Basic Scout Unit Leader Training Course along with Non-Scout Rotarians and other interested individuals. The idea was generated by the fact that if the disabled can be provided an opportunity to get a leader training along with other normal people in the community. They will be able to overcome inferiority complex and get an opportunity to equally step together in life, accepted by the community and to be a leader in the society.

 

Since the training will be in association with Rotarians and other successful people from various strands of the society, the commitment and sincerity of others towards the disabled will be very high and will be far exceeding any monetary donations. This will also provide a platform for the disabled to mix with the successful strata of the society and feel free that they are very well accepted. Thus will generate a chain reaction in the minds of the disabled, that they are not less than any normal person, and thereby initiate the development of a leadership psychology. The year 2000 was also the 70 years anniversary of Rotary Movement in Thailand and 90 years anniversary of the Scouting Movement in Thailand. Hence both the occasions provided ample opportunity to organize the movement. This pilot project will be the indicator for the whole project that will be run for atleast a period of 5 years. Once it is accepted then it may be extended in the district as well as world level in both the Rotary and Scouting Movement and may be joined together. At the Asia Pacific Regional Scout Summit Meeting in Melbourne, Australia in October 2000, it was commented by Dr. Jaques Morilleon, Secretary General of the World Organization of Scout Movement, that this project could be projected at the cultural village in the 20th World Scout Jamboree to be held in Sathahip, Thailand.

 

The Millenium Scout Project of Thailand was proposed by the Rotary Club Bangkok-Banglamphu. Genesis of this idea came from the successful commencing of Rotarian Scout Leader Training Program in 1998 by Rotary Club Bangkok Banglamphu under the dynamic leadership of Prof. Dr. med. Yongyudh Vajaradul. The first Basic Training Course (BTC) of Scout Leader for Rotarian Youths was conducted at Kanchanaburi Province of Thailand from 19TH – 21ST September 1998. Eight Rotary Clubs participated in the programme and the participants were drawn from 6 Clubs while 2 Clubs served as Trainer Assistants. The Director of the course is a Rotarian himself. The second BTC course was conducted from 5TH – 7TH of February 1999 at the Vajiravudh National Scout Camp. There were a total of 28 participants in this course. After the training course was over the participants and the Rotarian Scouts called for a meeting to setup a Rotarian Scout Society, which is still in its establishing stage. During this time 6 of the BTC trained youths went for Advance Training Course (ATC). The 3rd Basic Training Course was organized between 5th – 7th March 1999 at the Vachiravudh Scout Camp, Chonburi. There were total 23 participants in this course. The 4th Basic Training Camp was organized between 23rd – 25th October 1999 at the Vajiravudh Scout Camp, Siriracha with 12 participants. During 17th – 21st April 2000, a Basic Scout Unit Leader Training Course was organized at Mountain view resort, Khao Yai, Thailand for the middle level Public Health executives. There were 37 participants in this course.

 

The Rotary Club of Bangkok Banglamphu in 1998 commenced with the idea of working along with Scouts, as one of its community development services. On this basis scouts in schools were recruited as Interacts, whereas Rotarians youths were recruited as Rotaracts. By this way communication between various segments of the society was intended to increase. Among several fellowships under the World Rotary movement, a special fellowship called the Scouting Rotarians existed. Under this fellowship Scouts who are not Rotarians, were invited to join this fellowship. The Rotary Club Bangkok Banglamphu came with an alternative and that was, instead of calling for scouts to be Rotarians, Rotarians should become scouts by undergoing the Basic Leader Training Course. Hence 4 Basic Scout Leader training courses and 1 Advance Leader training Courses were conducted between 1998 – 2000. The Millenium Scout Basic Leader Training course in December was the 6th course for Scout Leader Training. However this course was intended to be exclusively a community service aimed at community development.

 

OBJECTIVES

  1. Celebrate the 100-Birthday Anniversary of H.R.H King’s Mother.
  2. Psychological support to the disabled by providing them an opportunity of equality.
  3. Provide a better quality of life for the disabled.
  4. Develop leadership skills in the disabled in order to step along equally with others in all walks of life.
  5. Provide more knowledge to the disabled about Basic Scout Leader Training Course.
  6. Develop as a pilot project scout leader training program to set a sustainable program for the disabled.
  7. Impart scout training to professionals from all segments of society in understanding problems of disabled and designing development projects for the encouragement of disabled in developing leadership and dynamism.
  8. In order to train candidates for the “World Village” at the 20th World Scout Jamboree to be held in Thailand in 2003.
  9. Develop potential members for the Rotary Club movements.

 

QUALIFICATIONS of PARTICIPANTS

  1. Disabled with a below knee amputation
  2. Doctor or medical staff who has been treating disabled
  3. Rotary, Lion, Zonta club members, NGOs or social oganizations
  4. Any well wisher of disabled among the general public

 

PROJECT TIMEFRAME

The project is stipulated to be conducted over a period of 3 years starting from April 2001 – December 2003 with the introductory course conducted during 9th – 11th December 2000.

FREQUENCY

2 courses per year

Registrations for year 2001, 2002 and 2003 shall commence from 1st – 30th March and 20th November – 8th December 2000

Course commencement for year 2001, 2002 and 2003 shall be from April and 9th – 11th December

 

VENUE

Venue of the first course was Udom Vithaya School, Lard Phrao 94, Bangkok, Thailand.

Venue for the subsequent courses shall be informed accordingly to the participants.

EXPECTED RESULTS

  1. The participants shall develop good attitude towards Scout activities.
  2. The participants shall apply knowledge gained from Scout activities.
  3. The participants shall apply Scout knowledge and skills in daily life, public activities and community services.
  4. Dissemination of Scout activities to greater extent.

  6. To develop a culture and environment for better acceptability of the disabled in society.

EVALUATION & FOLLOW UP

  1. Observe the behavior of participants during training course.
  2. Testing the participant's knowledge and their absorption capabilities about scouting principles and the training course.
  3. Participants interest after the training.

FUTURE PLANS

1. It is intended to setup a Millenium Scout Troop (100 years King’s Mother Troop) under the National Scout Organization of Thailand and also to study the Pilot Project for evaluating how the Millenium Scout Project works. After evaluation the major plan and guidelines will be finalized and provided to all National Scout Organizations, for participation in the future.

2. Public and Professional Awareness for Organ and Tissue Donation in Thailand.

(See Annexture I )

3. Anti-Drugs, Anti-Smoking, Anti-Alcoholism and Anti-Aids Campaigns.

 

ANNEXTURE I

 

PUBLIC AND PROFESSIONAL AWARENESS PROGRAMME FOR ORGAN AND TISSUE DONATION IN THAILAND

Background: As the Millenium Scout Project started in 2000. In the year 2001 the 1st separate project to promote tissue and organ donation for the public in Thailand has been setup. Scouting movement can be used as a means to propagate and promote the network of the mentioned project. This has been devised due to the critical situation of tissue and organ donation in Thailand. The main problem is the lack of communication and ignorance of the public. The best way to promote is to publicize and setup a group of people who will be responsible for this project. The main purpose of this project is to fulfill the need of tissue and organ donation in Thailand or any other neighboring countries.

 

Objectives:

1. To increase the number of volunteer tissue donation from deceased donors and also organ donors (brain dead donors).

2. To setup the network of Tissue and organ donation registration.

3. To setup the education and training media.

4. To disseminate the ideas to the general public and to overlook overseas network of tissue donation with the help of Scouts (NSOT) and the Center for Tissue and Organ Donation (Red Cross)

Project Implementation Timeframe: Upto year 2005.

 

ACTION PLAN

  1. Setup the ad-hoc Committee to draft the project in details.
  2. Invite relevant organizations to be advisors and project implementors.
  3. To select one action for trial and demonstration purpose.
  4. To train the Scout leaders to plan the future action.
  5. To setup the project and organize the fund raising and request for the grant of funds from various sources including World Scout Movement.
  6. Setup one training workshop for the youths and volunteers among the Scouts so as to understand and work for promoting activities in tissue and organ donation.
  7. To setup an organization for sustainable work until the end of year 2005.

Dear friend,

I acknowledge receipt of your e-mail of 22 February 2001 (symbolical : the Founder's birthday! Coincidence? Or good luck gesture?) with your proposal for a "Millennium disable Scout project".

I have asked Jim Sharp, who is the Secretary of the Queen Silvia Fund, to study it and to decide if we could propose to Her Majesty Queen Silvia of Sweden that Her Fund would finance part of the prroject.

It says "part" because at this present stage, the maximum possible grant of that Fund (which is the only Scout  Fund I could approach for that type of project) is the yearly revenue of a capital endowment which stands at present at around US$ 150.000.

But we shall look into this and keep you informed.

On August 13, 2001 the World Scout Movement accepted the Project and granted an amount of US$ 15,000.- to the Project from the Queen Silvia Fund
