Rules governing carrying and use of pocket knives:
1. Keep blades closed except when you are using them.
2. Cut away from yourself.

6. Never strike a knife with another tool or pry with the point of a cutting blade.
7. Never cut any dead or living trees on HVSR camp property.
8. Sheath knives and knives with locking blades are not allowed on HVSR camp property.
9. All individuals who carry pocketknives must possess a current ĪTotinā Chipā card.

Totinā Chip requirements:
1. Read and understand woods tools use and safety rules from the Boy Scout Handbook.
2. Demonstrate proper handling, care, and use of the pocketknife, ax and saw.
3. Use the knife, ax, and saw as tools not playthings. Use them only when you are willing to give them your full attention.
4. Respect all safety rules to protect others.
5. Respect property. Cut living and dead trees only with permission and with good reason.
6. Subscribe to the Outdoor Code.

The following forms must accompany each and every person when they arrive at Holcomb Valley Scout Ranch:

  1. BSA Physical Form ö Individuals under 40 years of age (No. 34414-A); Individuals 40 years of age and over (No. 34412). Physical forms must be completed and signed by a physician within 12 calendar months of the last day of camp (August 16, 2003)
  2. Old Baldy Council Consent to Treat for a Minor & Activity Authorization ö All Individuals under the age of 18.
  3. Each unit, troop, family or group must provide a copy of each individualās current medical insurance card, photo ID, and name and address of their personal physician.
  4. Each individual driving a vehicle onto the Old Baldy Council, Holcomb Valley Scout Ranch must complete the Vehicle Authorization form, and provide a copy of their proof of insurance.

Prior to arrival at Holcomb Valley Scout Ranch information on any camper/leader with medical concerns, physical limitations, and/or conditions requiring medication needs to be submitted to the Holcomb Valley Scout Ranch Camp Director to be given to the Camp Health Officer.

A roster of all participants which includes; name, date of birth, personal health insurance information (company, policy number, phone number), parents name, emergency phone number, unit number and unit leader needs to be turned into the Holcomb Valley Scout Ranch Camp Director no later than July 1, 2003.

Would it be possible to arrange an introductory ride for the first year scouts? Per the US Forest Service, many of the mine shafts in the Holcomb Valley area are bat habitats with about a 20-foot entry and an abrupt 50-foot drop straight down. The air in the mines is also unhealthy. They discourage entry into abandon mine shafts.

Working mines in the Big Bear Lake area mine minerals such as phosphate. The US Forest Service is looking into possible tours of one of these mines for your group. Transportation will be necessary as these mines are on the east side of Baldwin Lake.

BSA swim test is required of all individuals using the swimming pool. This test is used to determine if a camper is a beginner, intermediate, or advanced swimmer. Beginner swimmers are only allowed in water not exceeding chest height.

This test includes jumping feet first into water over the head in depth, level off, and begin swimming. Swim 75 yards in a strong manner using one or more of the following strokes: trudgen, or crawl; then swim 25 yards using an easy resting backstroke. The 100 yards must be completed in one swim without stops and must include at least one sharp turn. After completing the swim, rest by floating.

BSA Safe Swim Defense training is available to all participants.
