Subject: Waiver of Exclusion Ground Affecting
                   Minors Below Fifteen Years of Age
                   Travelling to the Philippines
                   Unaccompanied by Parent(s)


        Please be informed that effective 14 August 1995, all applications 
for Waiver of Exclusion Ground affecting minors below fifteen years of age 
travelling to the Philippines unaccompanied by parent(s) shall be supported 
by the following documents:

        1.  Letter of Consent and Support executed by either parent of
            the minor-applicant duly certified or notarized by a
            Commissioner of Oaths, allowing the latter to travel
            unaccompanied to the Philippines (Form attached);

        2.  Photocopy of the data and photograph page of the minor's
            passport to be sighted by a Commissioner of Oaths; and

        3.  Waiver fee in the amount of P860.00 (Philippine currency) 
            payable upon the minor's arrival at the Ninoy Aquino 
            International Airport or any other designated
            international airport of entry in the Philippines.

        Prior approval has to be secured from the Philippine Bureau of 
Immigration through the Department Affairs in Manila.

        A fee of RM______(in bank draft or postal money order, made payable 
to the Philippine Embassy) payment for the transmittal by fax to the 
Philippine Bureau of Immigration.

        Please send the child's passport to the Embassy with the required 
documents and enclose a self-stamped envelope for the return of the 
documents.
