Project Harmony, an innovative, not-for-profit professional exchange and training organization with 20 offices across the US, Armenia, Azerbaijan, Georgia, Russia and Ukraine currently seeks an experienced, mature professional to fill the position of Program Director for the Azerbaijan School Connectivity Program (ASCP), a new program of the Bureau of Educational and Cultural Affairs of the US Dept. of State administered by Project Harmony in Azerbaijan. This position is based in Baku, Azerbaijan with extensive regional travel. Fluency in Russian and/or Azeri is essential. This is one of several Internet development programs administered by Project Harmony in the NIS, including the Internet Access and Training Program in Russia, Armenia Connectivity 2000 Program and the Internet Community Development Program for the Caucasus.

Summary of the ASCP Program

The Project Harmony - ECA Azerbaijan School Connectivity Program (ASCP) is a new initiative based on the current Armenia Connectivity 2000 Program (http://www.projectharmony.am/PHSite/eng/eng_AC2K.html). The program will establish Internet Computer Centers at no less than 10 schools in three communities in Azerbaijan. Project Harmony will provide extensive training for educators so that this resource can be used to enhance civic education through online collaborative projects with partner schools in the US and elsewhere. An intensive train-the-trainers program for Azerbaijani educators will further develop the skills of teachers to leverage online technology for building civic education components into the curriculum at their schools. Participants will carry out joint educational projects and develop innovative cross-cultural curricula. Project Harmony will work with school administrators and community members to ensure the long-term sustainability of Internet Centers. Project Harmony will provide the educational leadership, technical equipment and support to ensure that use of the Internet is integrated into the academic program of participating schools in a way that strengthens democracy and supports civil society and cultural understanding throughout Azerbaijan.

1) PROGRAM DIRECTOR

Responsibilities include:

* Overall management of program design, implementation, reporting and evaluation

* Establish and maintain relationships with working partners

* Oversee development of program resources and training

* Overall staff and financial management in Azerbaijan

* Coordination with the Public Affairs Section of the US Embassy in Baku

* Regular communication with PH management and program advisors

* Travel throughout the region for program implementation

* Program and organizational promotion and publicity

* Research opportunities for new/continuing program development in Azerbaijan

Qualifications sought:

* Fluency in written and spoken Russian and/or Azeri

* Experience living and working in NIS

* Ability to work independently

* Familiarity with Internet infrastructure and telecommunications issues in the NIS

* Proven leadership and ability to manage a multi-national staff

* Ability to work in a team and communicate effectively

* Flexibility and grace under the demands of changing tasks

* Excellent organizational skills

* Cultural sensitivity and willingness to adjust to demanding work schedule

* Must be US citizen

 

2) TECHNICAL COORDINATOR

Responsibilities include:

* Overall management of technical aspects of the program

* Oversee development of Internet Computer Centers at selected schools, including design of Center equipment and connectivity packages, procurement and installation of equipment and ongoing troubleshooting and technical support

* Provide hands-on training for site monitors and project coordinators on site administration and technical troubleshooting

* Travel throughout the region for program implementation

* Coordination of program activities with other technology development initiatives in Azerbaijan

Qualifications sought:

* Comprehensive knowledge of Internet infrastructure and telecommunications issues in Azerbaijan

* Must possess extensive experience with Internet infrastructure development, wide area networking and design.

* Experience in working with multi-platform system integration and network administration, including Unix/Linux and Windows NT

* Ability to deliver hand-on training for end-users in basic computer and Internet skills, as well as Internet Center maintenance and troubleshooting

* Ability to work both independently and as a team member

* Excellent organizational and communication skills

* Flexibility and grace under the demands of changing tasks

* Willingness to adjust to demanding work schedule

* English language skills a plus

 

3) EDUCATION COORDINATOR

Responsibilities include:

* Overall management of educational aspects of the program

* Assist with selection of schools and project coordinators for participation in the program

* Coordinate program efforts with Ministry of Education and other educational development initiatives in Azerbaijan

* Provide hands-on training for project coordinators and other educators in Azerbaijan in the educational use and application of Internet technology

* Collaborate with program partners to develop online projects and training materials focused on civic education

* Coordination of school partnerships among participants in Azerbaijan, the US and elsewhere

* Travel throughout the region for program implementation

Qualifications sought:

* Comprehensive knowledge of education system and curriculum development initiatives in Azerbaijan

* Experience with computers, in particular in Internet use for educational activities and professional development

* Must possess extensive experience in working with educators in Azerbaijan

* Experience in civic education and curriculum development

* Ability to deliver hand-on training for educators in educational uses of the Internet and in online project development

* Ability to work both independently and as a team member

* Excellent organizational and communication skills

* Flexibility and grace under the demands of changing tasks

* Willingness to adjust to demanding work schedule

* Fluency in English language a must
