CATHOLIC RELIEF SERVICES PROJECT MANAGER/EDUCATION ALBANIA

PRIMARY FUNCTIONS

1. Responsible for the overall strategic planning, oversight and management of current and future quality education program investments in Albania;

2. Coordinate the community involvement, institution-building, public awareness, and reconstruction components within the education program, ensuring that they operate in an integrated way to achieve the overall objectives of CRS Albania's Five Year Education Strategy;

3. Responsible for financial management of the overall education program, ensuring that all budgets are appropriately monitored and that program expenses are allowable and appropriate according to donor requirements and program strategy documents;

4. Mentor and build capacity within the education department team such that Education Department management can be nationalized within one-two years;

5. Maintain positive working relationships with government institutions, other international and national non-governmental organizations as well as donor and multi-lateral bodies investing in the education sector in Albania;

6. Together with the Deputy Director for Programming, represent and maintain positive relationships between CRS and relevant government institutions, non-government bodies, and donor organizations on issues related to the education sector in Albania;

7. Contribute actively to the CRS Albania management team, in particular efforts to seek innovative program integration opportunities and to apply just workplace principles throughout the organization. SPECIFIC

RESPONSIBILITIES

1. Ensure the transparent flow of information within the education department;

2. Responsible for establishing and maintaining a system for monitoring and evaluation for the education program; Responsible for timely reporting of progress and cash needs to all donors;

3. Design a training/mentoring program for education staff and offer training as required;

4. Responsible for the development of annual implementation plans, project proposal documents, and strategy revisions made to the five-year strategy;

5. Identify and secure external consultant resources as required by the program;

6. Ensure that all education staff are informed about and are able to take advantage of resources offered by the regional education network.

QUALIFICATIONS

1. Masters degree in Education, Education Policy, International Relations, or related field

2. 3-5 years experience in management and staff mentoring/supervision, in the field of education programming preferred

3. Experience with community councils and/or PTA systems a plus

4. Experience with project/budget development and management

5. Strong English language written and verbal communication skills

6. Flexible, motivated, innovative, a team player

7. Knowledge of Albanian language preferred

8. Ability to travel 20% of the time Proficiency in French, Spanish or Portuguese required.
