PROGRAM MANAGER I, ERITREA
 

PRIMARY RESPONSIBILITY
Assist the country representative in setting up the CRS office in Asmara. The office opened in July 2001 and all aspects of a program start up needs to be undertaken.

SPECIFIC RESPONSIBILITIES
1. Actively participate in the preparation of program's major planning including the Strategic Program and Annual Program Plans, as well as key multiyear program initiatives in support of these plans.

2. Ensure that CRS/Eritrea programs reflect and support the CRS worldwide strategic framework and plan.  Contribute significantly to the preparation of plans to ensure that they reflect Catholic Social Teaching, CRS justice lens and CRS program quality standards.

3. Assist in the fundraising, planning, staffing, development and management of rehabilitation and development projects.

4. Assist in developing and strengthening CRS relations with all actors in Eritrea

5. Assist in strengthening local relationships, including with the Eritrea Catholic Secretariat and Dioceses, as well as with civil
authority, including issues involving capacity building.

6. Ensure the quality of the internal project review process.
7. Ensure optimal fiscal management of rehabilitation and development projects.

8. Ensure an optimal team environment with staff, for achieving program objectives.

9. Undertake a variety of capacity building activities with CRS partners in all aspects of program management.

QUALIFICATIONS
* Masters Degree in International Development or relevant field
* Minimum of 3 years relevant management experience in developing country environments.
* Working knowledge and applied practice of community project design, oversight, monitoring and evaluation and fiscal management.
* Strong writing skills
* Strong team-building and human relations skills.
* Demonstrated commitment to human development.
* Prior experience in participatory training desirable
* Work experience in Africa strongly preferred.
