PROGRAM MANAGER I- DAP COORDINATOR

GULU, UGANDA

Background: CRS/Uganda, together with its local church partners, will launch a USAID/Title II funded, 5-year, $6 million Development Activity Program (DAP) focusing on agricultural recovery and rural rehabilitation in northern Uganda. This region, also known as Acholiland, has experienced 15 years of chronic complex emergency fomented by the armed rebellion of the Lord's Resistance Army, and exacerbated by drought and economic collapse.

Eighty percent of the population of Gulu District (one of three districts comprising Acholiland) is internally displaced, and food production in this former breadbasket of Uganda has hit an all-time low. Through the DAP, CRS and its partners propose to increase agricultural production of vulnerable households, rehabilitate community infrastructure such as valley dams, and support the re-establishment of local markets through agricultural research and mobilization of community-based marketing associations.

This position will be based in the town of Gulu - a major trading center and transport hub located 4 hours north of Kampala (by vehicle). The position will require considerable field travel in Gulu District and neighboring Kitgum and Pader Districts.

Job Summary:

The DAP Coordinator will manage and oversee the implementation of all aspects of the DAP. He/she will work directly with partner agencies, CRS/Uganda staff, and consultants engaged in the program, and will have the responsibility to ensure: technical program quality, achievement of planned targets, adherence to implementation timetables, supervision of national staff, compliance with all Title II regulations governing the use of food commodities, and effective representation to donors, local authorities, partners, and other stakeholders. As the senior staff member in the Gulu sub-office, he/she will manage the office and represent CRS at the local level. He/she will also provide day-to-day supervision of several Gulu-based national staff assigned to other programs.

Specific Duties:

1. Identify staffing and training needs, recruit program staff and facilitate training.

2. Develop or finalize implementation, procurement, monitoring, evaluation, and food transport plans for the program.

3. Directly supervise six national staff working on the DAP, and provide daily administrative supervision to three non-DAP staff.

4. Guide and supervise the work of program consultants.

5. Oversee all program procurements, expenditures, and program quality activities (such as assessments, surveys, technical training, and regulatory compliance).

6. Manage all aspects of DAP implementation, including delivery of commodities, goods, and services, in cooperation with CRS staff and local partners and in keeping with implementation plans.

7. Coordinate and approve all program travel in the operational area, in consideration of and by closely monitoring prevailing security conditions.

8. Ensure program compliance and compatibility with CRS' visionary directions and with its principles of justice, solidarity, and subsidiarity.

9. Ensure the timely preparation of all program progress reports, including financial and commodity status reports, for submission to donors by established deadlines.

10. Maintain positive and productive working relationships with senior representatives of partner agencies and district governments, and with regional representatives of sectoral ministries, international NGOs, and UN bodies with whom CRS collaborates in northern Uganda.

11. Participate in regular programming and security coordination meetings among local and international counterparts.

12. Participate in CRS meetings and workshops on strategic planning, agriculture, food security, and agency-wide initiatives as requested by supervisor.

Qualifications:

1. Masters degree in Agriculture, Rural Engineering, or Development. A related discipline with previous professional experience in the agriculture sector is acceptable.

2. At least 2 years of international experience in a development or emergency setting.

3. Demonstrated experience in and sound knowledge of Title II food commodity management, reporting, and operating requirements.

4. Demonstrated experience managing staff, budgets, and project activities.

5. Experience in designing and implementing Monitoring & Evaluation systems.

6. Ability and willingness to live in a remote, small-town environment and to travel frequently in insecure areas.

7. Strong interpersonal and team skills.

8. Strong organizational and planning skills.

9. Excellent oral and written communication skills, cultural sensitivity, and ability to work in partnership with local church and

secular organizations.

10. Computer literacy (MSOffice)

11. Professional proficiency in French, Spanish, or Portuguese
