JOB SUMMARY

The Head of Office is responsible for implementing more than $6.5 million of US Government and privately funded earthquake rehabilitation programs. Programming areas carried out in coordination with Caritas/India are: temporary and permanent shelter, livelihood resources, drought mitigation and trauma counseling.
 

SPECIFIC JOB RESPONSIBILITIES

The Head of Office will:

1.  Lead, manage, and monitor the two-year program and supervise a staff of 60, including one expatriate. The Head of Office has overall responsibility for various aspects of the program.
2.  Revise and modify plans, activities and implementation schedules in coordination with the Country Representative - West India.
3.  Recruit professional and support staff for field office.
4.  Appraise staff and administer salary and benefits package.
5.  Ensure the field office is operated according to CRS policies and procedures and applicable USG regulations.
6.  Prepare monthly updates and information for the CRS web page.
7.  Prepare narrative/financial progress reports as required by donors and CRS/Finance.
8..  Work closely with Caritas/India on implementation of program.
9.  Oversee financial/resource management and monitor preparation and submission of the monthly financial statements.
10.  Coordinate with other donors, NGOs, and USG and GOI officials.

QUALIFICATIONS

* Results oriented self-starter with ability to lead the office and be part of team
* One year experience in emergency rehabilitation
* Two years experience in international development
* Three years management experience
* Familiarity with USAID grants
* Familiarity with Sphere Project and Minimum Standards
* Excellent English language written and verbal skills
* Undergraduate degree required; graduate degree in related field preferred
* Proficiency in Spanish, French or Portuguese preferred

 
WORK ENVIRONMENT

* Frequent power outages and water disruptions
* Extreme summer heat; cold winter nights
* Limited amenities
* Frequent field travel
* Time may be spent sleeping or working from a tent/temporary housing
* Caste system-related disparities in access to rehabilitation programs
