Job Summary:
This position is part of the Latin
American and Caribbean Regional Management Team(RMT), which provides leadership
to CRS country programs and staff, overseeing the technical and programmatic
quality of initiatives and setting regional policy and direction. The Regional
Management Team is also tasked with overseeing the implementation of the
agency's new five year strategic plan. This position is part of the Justice
and Global Solidarity Team, one of three teams which forms part of the
Regional Management Team and the RTA will be directly supervised by the
Deputy Regional Director (DRD) for Justice and Global Solidarity. Together
this team will play a key role in advancing new agency mandate with regard
to global solidarity, civil society and peacebuilding. The RTA will also
collaborate with the Program Quality Team in order to ensure the provision
of technical assistance services for Civil Society and Human Rights Programs
in the region. The DRD and RTA will be supported by two Technical Support
Advisors (TSAs), two
talented and committed national staff
who dedicate 30% of their time to regional activities.
Responsibilities:
1. Assist the DRD for Justice and
Global Solidarity in efforts to help country programs in carrying out reflections
on justice, Catholic social teaching and global solidarity, internally
and with their partners
2. Coordinate with the PQ/G Team and Regional Management Team (RMT) efforts to institutionalize and make operational the justice lens and the new Agency Strategic Framework within LACRO programming with specific responsibility in the Civil Society/Human Rights programming sector
3. Provide strategic and technical leadership in coordination with the Program Quality and Growth Technical Team and the region in the area of Civil Society and Human Rights programming, including providing technical assistance for strategic planning, proposal development and evaluations
4. Coordinate regional activities in the CS/HR programming area including training and workshops in themes such as advocacy, peacebuilding, migration, debt etc.
5. As part of the GS/Justice Team and in coordination with relevant HQ departments, provide strategic and technical leadership on Regional global solidarity issues (debt, migration, corporate responsibility, land tenure) in developing, managing, monitoring and evaluating regional strategies
6. Identify and increase awareness
of relevant quality standards and best practices in the areas of Civil
Society/Human Rights/Peacebuilding programming; ensure dissemination
throughout the Region and application in program and project planning/design;
assist with the testing of new tools and methodologies in the core areas
of civil society, human rights and
peacebuilding
7. Contribute actively to regional growth strategies in Civil Society/Human Rights programming, ensuring that this growth continue to be consistent with agency program quality principles and the principles laid out in the agency Strategic Plan and Church documents
8. Contribute to the development and implementation of staffing strategies for LACRO in Civil Society, Human Rights and Global Solidarity, including the identification of technical staffing needs, participation in recruitment process, design and implementation of training and other learning opportunities
9. Provide guidelines and support to country programs for the implementation of gender-sensitive civil society programming
10. Serve as key liaison with relevant donor agencies; ensure donor priorities and expectations are communicated to regional staff in a complete and timely manner
11. Engage in networking and alliance-building
activities including:
a) Network with appropriate
institutions and organizations to build CRS profile in Latin America and
to build alliances
that further strategic objectives
within the Civil Society and Human Rights sector
b) Develop and maintain strong
linkages with international donors
c) Facilitate alliances between
country programs and like-minded institutional partners
d) Develop and maintain a network
of regional experts who can serve as consultants for proposal development
or staff for major
initiatives
e) Attend workshops in core
areas related to the justice organized by headquarters and others
f) Support and advise other
CRS Justice advisors in Baltimore and worldwide. Incorporate lessons learned
from other regions in
LACRO programming.
Qualifications:
1. Masters degree
in sociology, political science, or related field
2. 5 years experience
in development, human rights, or civil society programs, preferably in
Latin America.
3. High Level of
Fluency in Spanish and English
