Vietnam War mumbo jumbo about CIA agents selling heroine to finance the war and the secret becoming uncovered. A total destruction of a movie being slightly redeemed by the presence of Mel Gibson (who doesn't do a particularly good job acting) and the numerous, neat-o explosions. The plot is as thin as air, nor does it make any particular kind of sense. The dialogue is laughable by being poorly written. I suggest that you skip this one.
