A completely improbable film starring Michael Douglas as a judge who's sick of letting criminals off the hook due to technicalities, so he joins a secret committee of other disgruntled judges, who takes matters into their own hands and bumps these crooks off. Whoa there! After realizing that that's the basis of the plot, the television set may look better turned off. However, there is a real burst of energy toward the end in a well-done chase scene.
