A well-made spy flick stars David Niven as a doctor drawn into the spy business and is put on his first mission. The usual James Bond-like plot but this one's done differently with more class and style. Where the Spies Are is very obscure ---- good luck finding it! To my surprise, it isn't available on video cassette.
