In 1967, the Topps Chewing Gum company published a 44 card Kooky Awards Stickers set (© T.C.C. PRTD. IN U.S.A.) that was mainly painted by artist Norman Saunders with five of the artwork pieces being completed by artist Tom Sutton; these were punch-out die-cut cards with moisten-adhesive backs — the same year and style as the Wacky Packages release. The Topps company also reused several of these concepts from the 1964 Nutty Awards Postcards set of 32 cards (NO © NOTICE), illustrated by legendary artists Jack Davis, which in turn were recycled again and used as a blueprint for a majority of the card backs for the 1985 OS1 Garbage Pail Kids set (© 1985 TOPPS CHEWING GUM, INC. PRTD. IN U.S.A.), the Giant OS1 GPK set (© 1986 TOPPS CHEWING GUM, INC. PRTD. IN U.S.A.) and the later Chrome OS1 release (® & © 2013 THE TOPPS COMPANY, INC. ALL RIGHTS RESERVED. WWW.TOPPS.COM CODE# CMP005176.) around 28 years later; several signatures are in a different position. Similar concepts can also be found in the 1975 Wanted Stickers and 1980 Wanted Posters Topps sets — also used for the OS3 and OS4 Garbage Pail Kids sets.

At Len Brown's suggestion, art director Mark Newgarden, from the New Product Development department, was asked to update these older Topps releases to use on the backside of the first few Garbage Pail kids sets, thus saving some time on creating new material from scratch. Although some titles are brand-new, since some of the older material was too outdated for kids 'now-a-days', Newgarden created some new material still based on the same theme. Before artist Tom Bunk started working on the card fronts beginning with the OS3 release, he had the task of rendering and creating new material for the card backs of these first few Garbage pail Kids sets under the tutalage of both Newgarden and Art Speigelman. The ribbon artwork on the card was the only way Newgarden was allowed to sneak in his own artwork for the project. Out of the 32 Nutty Awards Postcards set, 31 of these concepts were used in the GPK series; the Nutty Awards title #12 not used: 'Dishonorable Discharge'.  The nine new 1st series concepts:  'Allergy Prescription', 'Bad Taste Award', 'Big Stink Award', 'Grouch License','Clumsy Award', 'Foulmouth Award', 'Reform School Diploma', 'Whiners Award', 'Garbage Pail Award', and 'Busy Body License'.



The NPD Department would create the revised artwork and card type, but the Art Department was in charge of the overall design and would produce the composition and layout of the front side and card backs as well as the promotional material and packaging. Comp images were generated to help guide the final card type design and artwork placement. The NPD Department would give feedback at a later stage and eventually give the final 'okay'. One task by the Art Department, a step prior to printing, is the paste-up stage; a method of creating a layout for the card back — pre-dating computerized page design and desktop publishing programs. The production artist would arrange the layout and apply line art and text cut-and-paste using and adhesive to the boards. The images were often photographed or scanned in order to create a negative which was then used to make a printing plate.

The card-type remains exactly the same from Nutty Awards to the Garbage Pail Kids edition, but the Kooky Awards has a completely different line that reads "Who is so chicken that his bath water can be put in cans and sold for chicken soup".
— Bunk's artwork was brought forward from the color rough to the final artwork where the girl is enlarged and foot emerges off of the yellow border. The light green colored hair ties, bows, and diaper were changed to a darker blue so it wasn't washed out by the yellow background.

The line changes from the allegedly outdated "... a Western so the neighbors can also enjoy the shooting on the late show." to "... M.T.V. so the entire neighborhood can dance along." — The GPK character, which may have taken inspiration from the OS1 monster-like Kid from card #25, appears to be a combination of several Kooky Awards cards ... the partial card-type of card #1, the 'Ugly' title of card #7, and the grotesque face of #15. The license is also partially different from the Nutty Awards card #13; the title has been changed from 'Dog License' to 'Ugly License' and the middle card type changed from "... for 'before' in cosmetic surgery ads." to "...for iodine bottle labels." The signature and job title remain the exact same.

— The GPK character is seen wet even though she's holding, but unable to operate, an umbrella — whereas the Nutty Awards (#1) is showing a male kid showing his father a failing report card and itching his ear. The card-type, signature, and position title is exactly the same for both cards. The Kooky Awards (#13 and #44) card-type doesn't match, but the card titles are still relevant. The card type for Kooky Awards #44 actually matches the 'Stupid Student Award' GPK (#5) card back along with the Nutty Awards card.

— The deviant GPK character is tagging an innocent citizen until he's 'blue' in the face; the Nutty Awards (#31) character is seen blowing a spit-wad at another student and the Kooky Awards (#17) plainly shows a victim with a literal pain-in-the-neck. The card-type remains exactly the same from Nutty Awards to the GPK edition — and, although the job title remains the same, this is one of the only times a signature has been changed, from 'I. M. Creepie' to 'I. M. Annoying'. The Kooky Awards card-type is completely different and simply reads: "For carefully picking your friends ... to pieces".

— The stingy GPK character is seen swiping a bum's #2 pencils to sell for his own sales; the Nutty Awards (#15) character is seen tying a knot in his date's fountain drink straw and the Kooky Awards (#29) character is putting saved monies back into his coin purse/coffers. The card-type remains exactly the same for all three editions. The only subtle change is the job title is changed from the plural 'Tight-Wads' to the singular 'Tight-Wad'.

— The trashed GPK character is found leaning against a garbage can, the Nutty Awards (#23) character is simply a guys unkempt mug and smoking a cigarette, and the Kooky Awards (#32) image is only a football. The card-type remains exactly the same for the GPK and Nutty Awards editions, but the signature is completely different, 'Messy Schmidt' changed to 'Dirty Dan', respectively. The Kooky Awards card reads: 'For having skin that looks like a pig's, also for having manners and health habits to match'. The image can also be found within the 1985 GPK Folder #1 and #2 with the award title in nostalgic 'OS1' pink color.
