For the past decade, international non-government organizations (INGOs) working in the Philippines have been meeting informally to discuss and confront issues of common interest. In the second half of the 1980s, these were human rights issues, the shrinking democratic space, threats to partners and projects, and other similar concerns. In 1996-97, discussions continued on the role and future of NGOs, financial intermediation, sustainable agriculture, and other emerging issues. Programs and projects common among the participating international NGOs were identified. In 1998, the forum was formalized and the Philippine INGO Forum Foundation was incorporated as a non-stock, non-profit organization.
