Philosophy
The union belongs to the members to whom the officers are fiduciary servants as are the "Hired Help" of LIUNA's Reform team, the GEB Attorney, Independent Hearing Officer, Inspector General, and Appellate Officer.
The International should require the locals to periodically utilize the services of the U.S. Postal System to determine the correct mailing addressses of members. New members should be required to go to the local union for education on their rights and responsibilities as union members, to obtain a copy of the Union's constitution, the collective bargaining agreements affecting the member, and all the rules, policies, and regulations the member is subject to. At least once a year, the International should mail to each member by first class mail service a copy of the LMRDA , a form to request additional information the member is entitled to receive by law, as well as a summary statement of the Union's financial condition as required by the Union's constitution.
The International should implement automated reporting systems so that International Representatives, job stewards, union officers, and union employees can furnish a detailed accounting of their time and activities.
All faxes and communications by third parties sent to the international should be accessible by any union member vai authorized passwords. Complete freedom of information should be the rule and the norm.
Union pension funds and welfare funds should be instructed to invest only in institutions that are union friendly. The non professional services of third parties should only be utilized if they employ unionized help.
The books of the locals and district councils as well as the international should be online with itemizd expenditures-accessible by any member in good standing.
Anti Nepotism No new employee can be hired by any union entity if he/she is related by blood and or marriage to an existing member who currently holds any union office or is employed by any union entity.
Appointments to vacancies in office will be banned and new elections will occur within 60 days of the vacancy occurring. In the event an election is not held within 60 days, the regional manager will have his salary reduced in half for a period of one full yerar.
Business managers will be required to provide within 5 days to any member requesting a complete, accurate listing of all construction jobs within the business manager's jurisdiction. Failure to provide such a listing will result in the removal of business manager responsibilities and a complete reduction in salary to $1 per year.
Officers and Union employees can only be members of one union pension fund. Multiple pensions would be outlawed. If you are receiving a pension from a LIUNA entity, you are not eligible for office- a constitutional requirement ignored in the case of Max Warren.
The Independent Hearing Officer will be required to politely and professionally answer member complaints and protest on a timely basis.Members will be shown the same courtesy extended to members of the bar. If necessary, the International will provide the member with legal help of the member's choosing and reimburse members for costs incurred in securing union member rights.
Tri fund conferences will no longer be held in Hawaii. The Hawaii contingent can come stateside at considerable savings in union funds.Conferences will be held in Washington, D.C so attendees can monitor the performance of International employees and meet with their congressmen.
Any union building, scholarship, etc in the name of Coia or Fosco will be renamed.
