We are in Japan, in february
of 1962, 17 years after the German occupation.
Eagers politicians fight for
what remains of the power of a once glorious country.
Among people, a contestatory
group called "The Sect" organises anti-government acts.
Fusé Kazuki is a Panzer,
a special unit of C.A.P.O. (Capital Police Organization)
Panzers are called when police
fails in riot-suppressing activities.
They are heavy-armed military
and intensely-trained men.
During a riot, Fusé encounters
a Riding Hood,
a code name designated for teenage
girls whose mission consist of transporting bombs
and explosive devices to riot
scene to keep the revolutionnist always armed.
Fusé, however, hesitates
to pull the trigger when facing the girl.
In panic, she activates the
explosive, prefering to kill herself.
Fusé survives, and so his inner journey toward humanity begins...
