Disaster Preparedness Plan Scenarios


OMMC Surgery Disaster Preparedness Drills

Simulated Disaster Drills

Instructions: 

  1. Every year (within January or February), a 2-hour session will be held on these simulated disaster drills.
  2. Although the chief resident and surgical team captains will be the primary problem solvers in the various disaster scenarios, all surgical residents should participate in the drills by collaborating with their team captains.
  3. Presentation of answers will be done primarily by the chief resident and team captains.  However, junior residents will also be given assigned tasks for presentation.
  4. Study the latest OMMC Surgery Disaster Preparedness Plan and latest OMMC Disaster Preparedness Plan and use these as bases for solving each problem-scenario and answering specific questions posed.
  5. Demonstrate disaster preparedness by solving each problem-scenario and by answering specific questions posed.
  6. Use the evaluation checklist as a guide in assessing disaster preparedness.
  7. Submit output (both document file and powerpoint presentation) for incorporation in the Department’s Educational Resource.
  8. The assignment of roles in the drills for each OMMC Surgery Personnel will be as follows:

Surgical Team I – Team Captain I

Surgical Team II – Team Captain II

Surgical Team III – Team Captain III

Junior Residents - 1st to 4th year surgical residents

Cluster A - Disaster Scenarios – Explosions / Fire

For Surgical Team Captain

Setting:

You are an OMMC surgical resident assigned to Surgical Team II.   You are the Team Captain on duty at the OMMC Surgery ER.  You are NOT the Disaster Control Director. You have 4 junior surgical residents and 3 surgical interns in your team.

 1.1 scenario: 

During office hours, you receive a phone call transmitting a message that an explosion has occurred at the Pandacan Oil Depot and to expect a lot of victims being sent to OMMC. 

1.2 scenario: 

After office hours, you receive a phone call transmitting a message that an explosion has occurred at the Pandacan Oil Depot and to expect a lot of victims being sent to OMMC. 

1.3 scenario: 

During office hours, you receive a phone call transmitting a message that an explosion has occurred at the Pandacan Oil Depot.  You are asked to send an ambulance and a team of medical staff to help.

 1.4 scenario:

 After office hours, you receive a phone call transmitting a message that an explosion has occurred at the Pandacan Oil Depot.  You are asked to send an ambulance and a team of medical staff to help.

 1.5 scenario:

 During office hours, you got a patient who got injured in an explosion at the Pandacan Oil Depot.  You were told that there are a lot of victims.  These victims might be brought to OMMC.  

1.6 scenario:

 After office hours, you got a patient who got injured in an explosion at the Pandacan Oil Depot.  You were told that there are a lot of victims.  These victims might be brought to OMMC.

 

Problem-solving and Decision-making: 

As the Surgical Team Captain, what will you do next after receiving the phone call in the first 4 scenarios (1.1 to 1.4) and in the last 2 scenarios (1.5 and 1.6) when you learn that more patients will be coming?  List the steps in an order of priority and give a brief description and explanation, if necessary, for each step.

After you are through solving each scenario, construct a table showing the basic similarities and differences, first, in the scenarios themselves and, second, in the steps you will undertake for all the scenarios.

3. Who should do the treatment and operation if needed?

Internal Disaster – OMMC OR Explosion

For Surgical Team Captain

Setting:

 You are an OMMC surgical resident assigned to Surgical Team I.   You are the Team Captain on duty at the OMMC Surgery ER.  You are NOT the Disaster Control Director. You have 4 junior surgical residents and 3 surgical interns in your team.   

During office hours, there was a big explosion in the operating room of the hospital.  There were about 10 OR personnel (surgeons, anesthesiologists, nurses, nursing aides, and medical interns) who suffered from blast injuries.  About 80% of the operating room was destroyed. 

 

Problem-solving and Decision-making:

 As the Surgical Team Captain, what will you do next after learning of the explosion. List the steps in an order of priority and give a brief description and explanation, if necessary, for each step.
