Mork befriends a young Russian immigrant, named Sergei, who tells him he is an alien. Mork invites Sergei to live with him and Mindy so they can form a democracy. Mindy had previously told Mork that a democracy only works with more than two people. When Sergei tells Mork that people have to register in order to live in the United States, Mork panics and goes with Sergei to the Immigration Bureau.
