Application description
Screen Measure is a free application for all those who need to measure pixels on the screen. Besides measuring it can be used for determining the relative mouse position and colors. Comes with a compelete setup and help.
Features
These are the features in Screen Measure:
1. You can move the ruler inside the application, so it is possible to set the begin of the ruler to any value.
2. A loupe functionality, which zooms in the mouse position at the application enabling for precise measurement.
3. Unique mouse loupe, which means that a loupe follows the mouse and gives information about distances, including diagonal distance and colors.
4. Horizontal and vertical mode with ability to flip the ruler to the top or the left side of the application.
5. The ruler colors, ticks and number rotation/alignment can be custimized by the user.
6. Special mouse pointers for horizontal en vertical modes, allowing to really see where the mouse is positioned.
7. Keyboard support for precise movement of the ruler/application.
8. Always on top mode, which enables you to measure all the time.
9. Remembers last position and size, so you can start where you left off.
10. Complete help included.

Background
I developped Screen Measure because I needed it. The need for it come from developping applications and web-pages where sometimes you need a measure tool, to see what the width of an application/image is. I have downloaded some tools like this but there were shareware and did not do exactly what I liked. When measuring I had to need to see exactly what I was measuring. By implementing the loupe functionality, I could precisely see where and what I was doing

* Renamed mouse zoom to mouse loupe and some improvements in the mouse loupe (like transparent crosshairs for better visibility, no more flikkering, color info, etc) (Thanks for A.H. Banen for the tips) [{screenshot}]
* Implemented ruler properties, which enables to adjust ruler colors, number alignment/rotation and tick sizes.
* Able to flip the ruler to the top/left.
* Added keyboard support
* Some minor improvements

What's new with version 1.1R2
* Included the mouse zoom feature which shows a loupe with the current position of the mouse. The loupe consists of a zoom and an info panel, which shows the distances, including a diagonal distance (by request of A.H. Banen) [{screenshot}]
Todos
Here you can find a list of things I intend to do with this application. There is no guarantee I will do it. Consider it as a personal note for my self what I should do.
* Implementation for user custimization. For example loupe types/magnification/size, etc.
* Code optimization for the loupe.
* More possibilities with hotkeys like: fit to screen height/width, stick to an application, stick to edges of screen, etc.
* Smaller size.
* Cross rulers: Seeing a horizontal and vertical ruler at the same time and showing x and y offset.
