Problem:
Line noise, a conflict, equipment failure such as a router, or an invalid password may cause Microsoft Windows 95 Dial-Up Networking to produce one of the following error messages:

  1. Error 691: The computer you're dialing in to cannot establish a Dial-Up Networking connection.  Check your password, and then try again.

  2. Unable to establish Dial-Up Network connection. Please go to 'Dial-Up Networking' and make sure your connections are configured properly. Error 691: Access denied because username and/or password is invalid on the domain.



  3. Windows 2000 Error Message
    Error 691: Access denied because username and/ or password is invalid on the domain


Resolution:
Try connecting again; if this doesn't solve the problem restart the machine and reattempt the connection. Finally, verify that you have entered the correct password.



THE FIX THAT WORKS:
1. Dial into other POP from Dial Up Networking folder
2. Verify username and password information is correct.
3. Click on Start, Find, Files and Folders. Rename all  *.pwl files to *.att
4. Start -> Run -> REGEDIT
DisablePwdCaching string value in the following registry key:
ยท HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\ Policies\Network
If password caching is disabled, the DisablePwdCaching string value has a value data of 1. To enable password caching, change the value data to "0" (without quotation marks).
 NOTE: If the DisablePwdCaching value does not exist, add this value with a data value of 0 to the registry key listed above. (DisablePwdCaching key  is case sensitive)






 

5. Go To Control Panel, Password Properties, User Profile Tab. Change setting to  User can customize their preferences and destop settings.
- Put a checkmark in Include desktop icons and Network Neighborhood contents in user settings
- Put a checkmark in Include Start Menu and Program groups in user settings.
6. Reboot computer, log into Windows as a different user. Leave Password blank and press OK.
7. Try to connect.
8. Refer to  Microsoft.
