Over nine years progressive management, training, operational, financial and human
relations experience in small and large diversified organizations. Consistently dedicated
to saving time, money, and resources under austere budgetary constraints. Placed,
motivated, and supervised a multi-disciplined staff including administrative and support
employees utilizing persuasive management methods. Possesses experience in website content
administration, internet public relations, public administration in government, and
various computer multimedia and programming protocols.

Aug. 95 - Present Telephone Service Representative, Social Security Administration:
Interviewed beneficiaries or inquirers or their representatives to determine the nature
of their problem or interest, explained technical provisions, elicit relevant facts,
and resolve problems with payments or eligibility. Identified callers’ need for social
services and refers them to appropriate private, nonprofit or government organizations
supplying such services. Successfully inputted data into computer system to process a
wide variety of actions (e.g., claims applications for disability, retirement, SST,
change of address, direct deposit, under and overpayment issues, etc.).
 

Used the computer system to obtain information on the status of earnings records,
beneficiary payment histories, and beneficiary Medicare status. Demonstrated the
ability to identify critical issues in individual cases, and either selects the
appropriate courses of action and effectively pursues the matter to a conclusion, or
referred the matter to the appropriate servicing office.

DEC 94-Aug. 95 Information Specialist, DSA (Information & Assistance, Department of
Senior Affairs, City of Albuquerque): Provide timely and pertinent information,
assistance, and referrals to Bernalillo County residents concerning DST’s programs
mandated by the Older Americans Act. Provide elderly clients with information &
referrals pertaining to such programs as Foster Grandparent Program, Adult Shared
Housing, Home Chores-Repairs-Retrofit, Adult Day Services/Respite Program, etc.
 

ACHIEVEMENTS
US Army Medical Service Corps 1984-1994

Executive Officer, General Officer Command: Medical Group

Prepared the Command Operating Budget (COB) & wrote procedural manuals, directives and
reports.

Instituted controls resulting in 50% reduction in support required to maintain
automated mobilization database.

Supervised a headquarters of 50 personnel and effected 59% increase of qualified
administrative and support employees.

Reduced command supply usage and expenditures by 50%.

Ensured cost-effective utilization of office automation throughout the command.

Possess expertise in WordPerfect & Word, Lotus, Quatro Pro, dBase, and other related
accounting and spreadsheet/database software.

Received a national award for outstanding performance of duty while serving as
Executive Officer of General Officer Command (Medical Group): 1988 - 1994.

Previous Employment 1974-1984

Upon honorable discharge from the Army in 1974, worked for the following employers: Saint
Petersburg Times (FL: computer programmer, 1974-1975); City of Panels Park, FL Purchasing
Dept. (purchasing clerk, 1976-1977). Last civilian employer was the Department of
Veterans Affairs, Veterans Administration Regional Office, FL: administrative officer,
1978-1980; education clerk, 1980-1984):
 

Performed management analyses relating to travel, office expenses, analyzed out-of-line
situations and recommended (e.g., planned) ways to improve productivity and
effectiveness.

Prepared budgets, performed systematic analyses (e.g., resource development) of
operations and staffing analyses which resulted in improved operations and timeliness.

Audited statistical data comprising a complex reporting system and always completed
monthly management reports ahead of schedule.

Designed hospital bed status report which resulted in 50% savings in time to monitor
and analyze such information.

Developed automated reports that resulted in 80% reduction in time required to analyze
voluminous medical information.

Previous Active Military Service 1966-1974

Until I was honorably discharged from the Army in 1974, I had served in a variety of
increasingly responsible positions, the last one as a computer center manager, in which I
was responsible for the budgeting, planning, & resource development of a computer
operations center, & supervision of 50 personnel, to include facilities operation and
maintenance oversight. I ensured compliance with regulations and procedures pertaining to
daily processing (7 days/week) of automated reports for a major Army combat unit.

While serving as a computer plans and operations officer (Okinawa, Japan: 1969-1972):

Wrote command-wide regulations that cost effectively identified procedures to
administer new and existing automated management information reports which resulted in
a national award for outstanding performance of duty.

Recommended upgrade of card processors to a mini-computer with 4:1 cost savings of
$200,000 projected over system life cycle.
 
 

Volunteer & Related Activities

1994-1995 I am a certified HIBAC counselor. Worked with the DSA Medicare Health
Insurance Counseling (MHIC) Program in providing computer support (when needed) &
dealing with elderly clients (e.g., provided counsel & advice concerning Medicare,
Medicaid, Health Insurance). Worked with other volunteers in completion of monthly
reports.
 

1993-1994 Served with American Red Cross (Silver Spring, MD & Albuquerque, NM) in
planning & resource development of disaster preparedness & automation management
information programs.
 

1993 Worked with Rockville, MD volunteers in planning for special events. Coordinated
with various city organizations, Rockville’s Office of the Mayor & veterans
organizations on an ongoing basis.
 

1992-1994 Scheduled volunteer speakers for the American Legion (Damascus, MD). Worked
with other volunteers in coordinating American Legion’s fund-raising events.
 

1991-1992 Established & coordinated volunteer support network for military families &
veterans during & following Operation Desert Storm.
 

Utilizing my computer skills (WordPerfect, Word for Windows, Lotus 123 / Quatro Pro,
Harvard Graphics, and other accounting / integrated software, I not only have provided
appropriate administrative support to my current and former employers, but I publish my
own newsletter. I have successfully promoted the mathematical modeling techniques of my
business partner, concerning long range weather projections and commodity price trends,
resulting in approximately $2000 per month income from our pay-per-call joint venture.
