Correct me if I'm wrong, but putting something into the restricted
Zone does not block you from connecting to it. It just means that when
you do connect to it you use the security policy of the restricted zone,
which is by default on the highest setting. You can't use the restricted
zone to block out sites you don't want to connect to at all. This is
a big gap in internet explorer in my opinion. Microsoft seems to have
completely overlooked the possibility that there might be sites
we don't want to contact AT ALL. There really should be a possibility to
block connection altogether under the security setting tab - but there
isn't.
Hence we all have to puddle around with proxies and host files
And whatnot trying to do the job that Microsoft could have and should have done when they wrote the browser.

This little .reg file populates your restricted zone addresses
of the worst of the nasties.
