In our county all questions are referred by the Clerk of Orphan's Court to the President Judge. Our procedure does include forms for natural parents to provide non-identifying information about themselves. Natural parents have the opportunity to waive the confidentiality issue by signing a release. The Clerk's office does not release information, whether it be non-identifying,information or confidential information after an appropriate waiver has been signed, without presenting the entire matter to the President Judge, who still reviews the matter before the information goes out.
