Good question.
How about the following attributes:
- An understanding of one's cultural characteristics.
- A desire to learn and practice the cultural characteristics.
- A mental outlook and sense; not just a physical presentation.
Being "Japanese" isn't about what you look like, what you do,
what you eat or who you marry. It's what you feel and how you view life
spiritually. (Zen)

I wouldn't know ... I'm "American with a Japanese heritage". :-)
