Powers:

~Since Chibi Echion is in a half-transformation (whiskers, tail & ears), she is able to use cat-like abilities as attacks - ie pouncing, biting etc.
~ As Sailor Phoebe, she doesn't use any attacks. Instead, she has a brown whip which she uses to change the direction of her opponent's attack.

{cat-human henshin} - Since Phoebe can't speak, she jingles her bell three times in a row to transform. Pink streamers shoot out of the cat bell hanging around her neck. They wrap around her, and she starts to stand on her back legs. The streamers stick to her body, forming an opaque pink sheet. Her body grows into a human's, still enclosed in the pink sheet. She lifts her head towards the sky. The pink sheet fits her body to form normal clothes, and her senshi symbol appears on her forehead.

Triple Bell Jingle, Make Up! - This is the henshin phrase Phoebe uses when in human identity form (as Minthe). She holds her cat bell above her head with both hands and rings it three times. Pink hearts shoot out of Phoebe's cat bell, swirling around the symbol on her forehead in a small circle. The hearts explode in a flash of color, and land on her body, arms and legs where her fuku would be. The hearts flatten and join together, forming large pink sheets that wrap around Minthe. When the pink sheets vanish, her fuku, gloves and boots have formed. Her cat bell floats out of her hands to become her bow's centerpiece. Another wave of hearts shoot out of the cat bell and swarm around Minthe's head in a circle. Her tiara forms, and she curls into a ball, closing her eyes tightly. Two brown ears and a long brown tail materialize in several pink streaks. Minthe uncurls, grins, and poses.

Lunar Ice Meld! - Chibi Echion gets down on her hands and knees, her tail whipping back and forth. Her tiara star glows brightly, and is replaced by the classic guardian's crescent moon. A shadowy image of Pheobe (in cat form) appears behind Chibi Echion. Pheobe runs forward and jumps into Chibi Echion. Chibi Echion's eyes glow, and an icy blue beam shoots out of the crescent moon to freeze her opponent.

Personality:

Phoebe, being Diana's daughter, was born with the unique ability to change into a cat and back. However, she is unable to speak in cat form. She likes being in human form much better than cat form, but she has been in cat form more often since the four senshi were united. Phoebe is a fun-loving young girl who appears to be nine years old. She can't remain in human identity form without at least her senshi symbol on her forehead. That fact constantly annoys her, since a girl with a strange glowing symbol is likely to be hurt in Tokyo. In cat form, she became Thriae/Sailor Echion's pet, and in senshi form, she took on the name Sailor Chibi Echion.

History:

Phoebe is from the fourtieth century (after the fall of Crystal Tokyo). She was a normal teenager, but fully aware of her senshi heritage. However, she had no senshi powers and severely hated that fact. The four senshi in existance then were charged with the task of preventing the destruction of Crystal Tokyo by the Apocalypse Master. Unfortunately, the senshi failed. They were unable to contend with the burden of their failure, so they gave up hope and swore never to use their powers again. So, the need for a new generation of senshi arose.

Phoebe gazed longingly at the demolished crystal walls of the royal palace where she had spent practically all of her childhood. She sighed, and continued to follow her mother, an older woman with steel gray hair and a small crescent moon on her forehead. A woman about the same age with long pink hair walked before Diana and Phoebe. She paused every few steps and looked around fearfully. Diana assured Lady Queen Selenity of their safety, but the queen didn't stop her frantic looks around them. Phoebe sighed, extremely bored. She almost wished Selenity would call on her old friend Pluto. A mysterious guardian would be interesting to meet. Diana yanked Phoebe's hand, and the girl yelped in protest. Selenity motioned for them to be quiet. A figure was up ahead, and she had a bad feeling about advancing any further.

The figure looked over at the trio and slowly walked over. Once the figure stepped into the light, Selenity calmed down considerably. "Puu." The time guardian smiled and politely bowed her head towards Selenity. She stopped before Diana and Phoebe. "Diana, you really do resemble your father," Pluto said with a hint of sarcasm, "this must be Phoebe." Pluto touched the girl's head lightly. "I need her help. As you know, one is always picked to become the guardian of a generation of senshi. You were for Small Lady's generation, your parents for Neo-Queen Serenity's generation. I require Phoebe's help to awaken four senshi of this generation. There is still time to save part of this world."

Diana mumbled something inaudible under her breath, and nodded grimly. "Of course. Phoebe-" She turned to her daughter. "Please, go with Sailor Pluto. She needs your help. Perhaps, someday, when this is as it used to be so long ago..." Diana didn't finish her sentence, but all present knew what the end would be. Phoebe wiped a tear from her eye and reached up to take Pluto's outstretched hand. A portal formed behind Pluto. Phoebe turned and promised to return to her mother. Then, she entered the portal and accepted her destiny. A tear fell from Diana's eye, and she leaned on Selenity as sobs shook the woman's body.

Sailor Phoebe first appears in A Simple Mistake. Phobos and Deimos were attacking Thriae and her computer class. Phobos shot a fiery arrow at Thriae with the intention of killing her. Suddenly, a pale brown whip struck the arrow, causing it to land at Thriae's feet. Sailor Phoebe stood in the doorway and fought with the twins until Thriae was able to activate the emergency extinguisher unit with Data.
