1. New World Coming: U.S. Commission on National Security/21st Century(USCNS/21). America will become increasingly vulnerable to hostile attack on our homeland, and our military superiority will not entirely protect us. ... Americans will likely die on American soil, possibly in large numbers.

The Defense Department has said only the military has enough equipment to operate in a poisoned environment, or to manage a massive decontamination effort. Secretary Cohen told reporters last week that federal law will not be violated because the military would only respond if requested. [It seems to this editor that we have more serious problems to deal with than if someone wants a cigarette, or eats meat, or gains some weight, or wants to join a rifle team... ]

2. To Make A Buck, B.C. Rewrites Its Laws: By Karen Selick. However, if the courts decide this insolent trashing of the rule of law is constitutional, there'll be no holds barred. No matter what you think of smoking, if you value your freedom, you'd better starting rooting for the tobacco manufacturers.

3. Activists Fume Over Free Cigarettes For Elderly: Forces. Japan Tobacco spokesman Seiichi Hayashida called the free smokes, to mark Respect for the Aged day Wednesday, "a way for us to make a contribution to society.''

4. Cars, Not Cigarettes, Choke Our Children: By Brad Fraser. These non-smokers seem either ignorant or blind to the fact that it's not a cloud of cigarette smoke you see hanging over any major city as you drive into it. It's not cigarette smoke that's causing the rising incidents of childhood asthma. It's not cigarette smoke that's triggering all of the strange respiratory problems many urbanites experience.

5. Forest: True Stories and Anecdotes: By James Leavey. Yes, you may think it could never happen. But it already has......!

6. Tobacco Firms Try to Clear Smoke From Their Images: Washington Post. Philip Morris Cos., the holding company that includes the nation's largest tobacco firm, is launching a new television advertising campaign aimed at broadening its image to ensure the public thinks of it as producing something besides cigarettes.

7. Boca Takes Break On Smoking Policy: Sun-Sentinel. The City Council was set to decide today whether to stop hiring smokers, but after a discussion with the city's legal department, officials decided more research was needed...

*** Euthanize Newborns With Severe Handicaps: Washington Post. Singer has said children less than one month old have no human consciousness and do not have the same rights as others. "Killing a defective infant is not morally equivalent to killing a person," he has written. "Sometimes it is not wrong at all."

*** Net Tax: No More Net Tax. Right now the Advisory Commission on Electronic Commerce is meeting to decide how the U.S. government should tax the Internet. Not if the Internet should be taxed, but how it should be taxed.

***Billboard Company 'Big - Chick - N' About Beer Ad Parody: Dr. Dean. The Marin Institute for the Prevention of Alcohol and Other Drug Problems says it will fight the billboard company's refusal to give space to the frog parody on grounds that it's a First Amendment issue.

*** Angelos, Md. Feud Over Tobacco Fee: By Daniel LeDuc. Negotiations over how much Baltimore Orioles owner Peter G. Angelos should be paid for handling Maryland's lawsuit against the big tobacco companies threaten to bottle up the flow of millions of dollars the state is set to receive from a national settlement.

PIERRE LEMIEUX NAMED RESEARCH FELLOW AT INDEPENDENT INSTITUTE
Oakland, CA. - The Independent Institute is pleased to announce that Pierre Lemieux has been named an Institute Research Fellow. As a Research Fellow, Pierre Lemieux will be associated with a distinguished group of multidisciplinary scholars from around the world who participate in the Independent Institute's program of scholarly research, debate, and publication.
Professor Pierre Lemieux is a well-know economist and political theorist who lives in Québec. He is currently Visiting Professor of Economics at the University of Québec in Hull, where he co-chairs the Individual Choices and Liberty Seminar. Besides his numerous articles in both English and French, Professor Lemieux has authored many books on economic and political theory, published mainly at Presses Universitaires de France and Belles Lettres, in Paris. He is also director of a book series at Les Belles Lettres, a contributing editor of Liberty Magazine, and a columnist at Le Québécois libre.
