As part of a program to strengthen the Federation’s strategic position along the Klingon and Romulan borders, Deep Space-4 undergoes a major systems upgrade. The upgrade includes additional mission modules along with the appropriate Star Fleet and civilian personnel to support the expanded missions. In addition to its strategic importance, the area of space it occupies is of particular interest to Starfleet research teams working on Transwarp theory and design. The base retains its traditional roles of command and control center for border defense and early warning systems and support of starships assigned to sector 77. In addition, the Federation adds diplomatic and scientific missions to the station. New modules support a full Federation Ambassador and two additional ambassadors. The added scientific mission centers on Starfleet’s Transwarp research program. The transwarp research team believes the properties of the space around DS-4 are favorable for the formation of transwarp conduits. Because of this, they choose the station as the location for their transwarp research. As part of this program, the research team has placed a circle of probes near the base, which they plan use open small conduits when conditions are favorable. Rumors abound that the team hopes to someday link the probes and open a single giant conduit. Star Fleet also expands DS-4’s Star Ship support mission: Constitution-class and other large Star Ships can dock externally to the base; Modules added for crew training; and starships have to spend less time training new crew members. After expansion, the total population of DS-4 reaches 11,000 with a high proportion of civilians for this type of base because of its expanded roles in diplomacy and scientific research.
