For the first time in the modern history of
both nations, the Republic of Vietnam and the People's Republic of China
engaged in a naval skirmish over a faraway territory in the South China
Sea. That territory, which was claimed by both countries because of its
potentially oil-rich reserve and strategic location, is a group of low
coral islands and reefs called the Paracel Islands. The naval skirmish,
which took place around 10:30 on Friday morning, January 19, 1974 (27 December
in the lunar year of 1973), in the shallow part of the Paracel Islands,
involved a number of warships from both nations. The Republic of Vietnam
naval force consisted of a destroyer (DER), two cruisers (WHEC), and an
escort (MSF) under the command of Navy Captain Hà Văn Ngạc, my father,
who passed away in 1999.

Prior to his untimely passing around 10:30 on
Friday morning, February 12, 1999 (27 December in the lunar year of 1998),
my father had completed three Vietnamese written works. The first
gives a brief history of the Paracel Islands that were part of Vietnam
in the early 19th century, then of French Indochina prior to World War
II, when they were occupied by the Japanese (Reference 1). The second and
third respectively give a first-hand gripping account of the determining
factors (Reference 2) leading to the naval skirmish called the Naval Battle for
the Paracels (Reference 3).
Because my father's sudden passing coincides so
precisely with the 25th anniversary of the Naval Battle for the Paracels, I firmly
believe that destiny brought my father to the Paracel Islands in January
1974, thus earning him a special place in Vietnamese history and the history of the Republic of
Vietnam Navy. This has motivated me to translate his third Vietnamese work
into English for the purpose of preserving the memory and making available
the recollections of a career naval officer in command of the Naval Battle for
the Paracels.
The following English translation is dedicated
to
The loving memory of my father, a twenty-year
career Navy man who proudly served his country, the Republic of Vietnam,
from May 1955 to April 30, 1975.
The memory of the following
officers and enlisted personnel of the Republic of Vietnam Navy:

Ðã 25 năm kể từ ngày tôi tham-dự trận hải-chiến
Hoàng-Sa, tôi chưa từng trình bầy hay viết mô-tả lại về trận đánh này,
ngay cả có nhiều lần tôi đã thất hứa với các bậc tiên-sinh yêu-cầu tôi
thuật lại chi-tiết của cuộc đụng-độ. Dù thắng hay bại, chỉ có một điều
duy-nhứt không thể chối cãi được là các chiến-hữu các cấp của Hải-quân
Việt-Nam Cộng-Hòa trong trận hải-chiến đã anh-dũng chiến-đấu bằng phương-tiện
và kinh-nghiệm có trong tay để chống lại một kẻ xâm-lăng truyền-kiếp của
dân-tộc hầu bảo-vệ lãnh-thổ của Tổ-quốc. Trước một thù-địch có sức mạnh
gấp bội, dù cuộc-chiến có hạn-chế hay kéo dài hoặc mở rộng, phần cuối là
chúng ta vẫn phải tạm lùi bước trước các cuộc cường-tập của đối-phương
để tìm-kiếm một cơ-hội thuận-tiện khác hầu khôi-phục lại phần đất đã bị
cưỡng-chiếm.

It has been 25 years since I took part in the Naval Battle for the Paracels between
the Republic of Vietnam Navy and the Chinese Navy. I have never spoken or written about this battle,
even on many occasions breaking my promise to the former senior officers of
the Republic of Vietnam Navy requesting me to give a detailed account of the
naval skirmish. Whether they were victors or vanquished, it is an irrefutable fact that the officers and
enlisted personnel of the Republic of Vietnam Navy in the naval battle used their experience
and whatever means in their hands to fight valiantly against Chinese invasion in order to
preserve the territorial integrity of their motherland. Whether or not we wanted the battle to be prolonged,
limited or escalated to a regional conflict, in the final analysis, the Republic of Vietnam Navy had to
temporarily give way to the Chinese forces' barrage of assaults
in order to wait for another opportunity to reconquer the occupied territory.

Hôm nay nhân ngày Tết Kỷ-Mão, tôi viết những giòng
này để tưởng-niệm anh-linh các liệt-sĩ đã hy-sinh khi cùng tôi chiến-đấu
chống kẻ xâm-lăng trên các mảnh đất xa vời của Quốc-Tổ, một số đã vĩnh-viễn
nằm lại trong lòng biển Hoàng-Sa như để thêm một chứng-tích lịch-sử của
chủ-quyền quốc-gia, một số khác đã bỏ mình trên biển cả khi tìm đường thoát
khỏi sự tàn-bạo của người phương bắc.

Today, on the occasion of the lunar New Year of the Cat, I write the following lines
in hallowed memory of those naval heroes who laid down their lives defending our country's
faraway territory. Some rested eternally in the shallow part of the Paracel Islands
as an additional historical evidence of our national sovereignty. Others lost their lives at sea
escaping the cruel Chinese aggressors.

Có nhiều chiến-hữu Hải-quân đã từng hăng-say viết
lại một trang-sử oai-hùng của Hải-quân và toàn Quân-lực Việt-Nam của nền
Ðệ-Nhị Cộng-Hòa, nhưng dã thiếu-xót nhiều chi-tiết chính-xác mà vào những
năm trước 1975 chưa được phép phổ-biến, và cũng vì phải lưu-lạc khắp thế-giới
tự-do nên các chiến-hữu đó đã không thể liên-lạc để tham-khảo cùng tôi.

Many Navy veterans of the battle were so eager to write awe-inspiring history's pages
about the Republic of Vietnam Navy and the Republic of Vietnam armed forces that
they unfortunately left out many accurate details. Either these veterans were not allowed to
publish classified information before April 30, 1975 or they were not able to consult with me
because of their wandering around the free world after April 30, 1975.

Nhiều chi-tiết về giờ-giấc và về vị-trí bạn và
địch, cũng như tên họ của các cấp có liên-hệ tới biến cố, vì không có tài-liệu
truy-lục, nên chỉ có thể viết vào khoảng gần đúng nhất. Tôi chỉ tường-thuật
trung-thực những chi-tiết theo khía-cạnh của một người chỉ-huy chiến-thuật
được biết và cũng mong-mỏi các chiến-hữu nào còn có thể nhớ chắc-chắn các
chi-tiết quan-trọng khác, tôi sẽ sẵn-sàng tiếp-nhận qua tòa-soạn này, để
sửa lại tài-liệu này cho đúng.

Since I do not have any reference materials at hand, many details about the hours of the battle,
enemy position and our position, as well as the names and ranks of those naval officers connected with the battle
are only approximate. Here, I try to truthfully give a detailed account of the battle
from the point of view of an operational theater commander, and I hope that
whoever may still exactly remember other important details will come forward to help me
revise this historical document.

đã được truyền-khẩu rất nhanh khi Hải-đội Ðặc-nhiệm Hoàng-Sa trở về tới
Ðà-nẵng vào sáng sớm ngày 20 tháng 4 năm 1974. Và câu thơ này do chính
Hải-quân Ðại-Tá Nguyễn-viết-Tân (thủ-khoa Khóa 5 của tôi) lúc đó đang giữ
chức-vụ Chỉ-huy-trưởng Sở Phòng-Vệ Duyên-hải, đọc cho tôi nghe. Từ ngày
đó tới nay đã đúng 25 năm, và do sự khuyến-khích của các bậc thượng-trưởng
của Hải-quân Việt-Nam, những chi-tiết về diễn-tiến chưa từng tiết-lộ của
trận hải-chiến cần được ghi lại để làm chứng-liệu lịch-sử.

The two verses whose style rhymed according to the book of prophecies
of the well-known Vietnamese prophet, Trạng Trình, were quickly transmitted by word of mouth
when my task force returned to the naval port of Ðà Nẵng, Coastal Zone I Headquarters,
in the early morning hours of
January 20, 1974. These two verses were read to me by Navy Captain Nguyễn Viết Tân
(the top graduate of my 1955 class at the Nha Trang Naval Training Center) who at the time
was Commander, Coastal Defense Groups. Since then it has been exactly 25 years, and with
the encouragement of former ranking officers of the Republic of Vietnam Navy, many details about
the naval battle never revealed before are written down in this document for the sake of history.

Sau trận hải-chiến, những ưu và khuyết điểm về chiến-thuật và chiến-lược
của Hải-quân Việt-Nam Cộng-Hòa đến nay nếu nêu ra thì sẽ không còn một
giá-trị thực-tiễn nào để có thể làm những bài học cho những biến-cố kế-tiếp.
Vì vậy một vài điều nếu có nêu ra tại đây thì chỉ để ghi lại tình-trạng
và khả-năng khi Hải-quân Việt-Nam Cộng-Hòa khi đã phải đương đầu với Trung-cộng,
là một quốc-gia vào thời-điểm đó, đã sẵn có một lực-lượng hùng-hậu về hải-lục-không-quân
gấp bội của Việt-Nam Cộng-Hòa.

After the naval battle, good and bad points about the tactics, as well as strategies
of the Republic of Vietnam Navy, if brought up will not serve any practical purpose
as valuable lessons for future conflicts. Therefore, a few points considered worthy to be
brought up here concern only the status and war-fighting capability of the
Republic of Vietnam Navy at the time of its confrontation with Communist China
whose naval, ground, and air forces were larger and more powerful.

Một điểm hãnh-diện cho Hải-quân Việt-Nam Cộng-Hòa lúc bấy giờ là đã
không những phải sát-cánh với lực-lượng bạn chống lại kẻ nội-thù là cộng-sản
miền bắc trong nội-địa, lại vừa phải bảo-vệ những hải-đảo xa-xôi, mà lại
còn phải chiến-đấu chống kẻ xâm-lăng, đã từng biết bao lần dầy xéo đất
nước trong suốt lịch-sử lập-quốc và dành quyền độc-lập của xứ sở.

At that time, the Republic of Vietnam Navy prided itself on the task of
not only fighting side by side with the other services of the Republic of Vietnam armed forces
against the North Vietnamese Communists inland,
but also defending faraway islands against a conqueror who many times throughout the history of our nation
had trampled on our native soil.
|
So-sánh với các cuộc hành-quân ngoại-biên vào các năm 1970-71 của Quân-lực
VNCH sang đất Kampuchia (Cambodia) và Hạ-Lào, thì quân-lực ta chỉ chiến đấu ngang
ngửa với cộng-sản Việt-Nam ẩn náu trên đất nước láng-giềng mà thôi. Phải
thành-khẩn mà nhận rằng Hải-quân Việt-Nam Cộng-Hòa ngoài nội-thù còn phải
chống ngoại-xâm mà đã rất khó tiên-liệu để chuẩn-bị một cuộc chiến chống
lại một lực-lượng hải-quân Trung-cộng tương-đối dồi-dào hơn cả chúng ta
về phẩm cũng như lượng. Hải-quân Việt-Nam ta đã có những gánh nặng về hành-quân
để yểm-trợ lực-lượng bạn và hành-quân ngăn-chận các vụ chuyển-quân lén-lút
của Việt-cộng qua biên-giới Miên-Việt trong vùng sông ngòi cũng như các
vụ tiếp-tế quân-dụng của chúng vào vùng duyên-hải.

In comparison with the 1970-1971 operations of the Republic of Vietnam Army
in Kampuchia (Cambodia) and Laos where our troops fought evenly against North Vietnamese forces
hiding in these neighboring countries, I frankly admit this was not the case with
the Republic of Vietnam Navy. It would be very difficult for the Republic of Vietnam Navy,
whose mission was to defeat Communist aggression internally and deter foreign invasion externally,
to foresee how to prepare to defend evenly against the Chinese Navy
that was relatively superior in terms of quality as well as quantity. During the Vietnam war,
the Republic of Vietnam Navy shouldered the responsibility for:
- providing gunfire from destroyers and cruisers in support of forces ashore
- interdicting infiltration routes from Cambodia into the Mekong Delta
- and conducting operations against the logistic lines of the North Vietnamese Army
along the coast of South Vietnam

Before recounting the naval battle in every detail, let's take a look at
the Republic of Vietnam Navy's chain of command and the surface combatant force

nguyên-cớ nào mà tôi đã có mặt để đích-thân chỉ-huy tại chỗ trận hải-chiến
Hoàng-Sa. Sự có mặt của tôi bắt nguồn từ khi tôi được Hội-đồng Ðô-đốc chỉ-định
tôi tăng-phái cho Vùng I duyên-hải khoảng từ cuối năm 72 đầu 1973. Lý do
tăng-phái của tôi đến Vùng I duyên-hải tôi không được biết trước cho đến
khi tôi tới Quân-Khu 1, tôi mới được biết nhiệm-vụ chính của tôi là chuẩn-bị
một trận thư-hùng giữa Hải-quân VNCH và hải-quân Bắc-Việt mà lúc đó, tin
tình-báo xác-nhận là cộng-sản đã được viện-trợ các cao-tốc-đĩnh loại Komar
của Nga-sô trang-bị hỏa-tiễn hải-hải (surface to surface). Vào thời-gian
đó Hải-quân VNCH chỉ có khả-năng chống-đỡ thụ-động loại vũ-khí này. Cuộc
hải-chiến tiên-liệu có thể xẩy ra khi lực-lượng hải-quân cộng-sản tràn
xuống để hỗ-trợ cho quân-bộ của chúng khi chúng muốn tái-diễn cuộc cường-tập
xuất-phát từ phía bắc sông Bến-Hải như vào ngày cuối tháng 3 năm 1972 để

Not many comrade-in-arms in the Republic of Vietnam Navy clearly knew
the reason for my personal command of the naval battle. The authority to command
originated from my nomination by the Board of Admiralty for a special duty in Coastal Zone I
between the end of 1972 and the beginning of 1973. I had not learned of the reason
for my special duty until I arrived at the headquarters of Coastal Zone I in Ðà Nẵng where I became
aware of my main responsibility which was to prepare for a fight to the death between
the Republic of Vietnam Navy and the North Vietnam Navy. Intelligence sources confirmed that
the North Vietnam Navy had received from the Soviet Union Komar-class guided missile boats
carrying subsonic Styx anti-ship missiles. At the time, all surface combatants of
the Republic of Vietnam Navy's war-fighting fleet had only a defensive capability against
these Styx anti-ship missiles. It was anticipated that this naval battle would take place
when the North Vietnamese Navy began to flood into the coast of South Vietnam
in support of the North Vietnamese Army ashore trying to repeat its stunning offensive
from the north of the Bến Hải River between the end of March 1972 and the end of the summer of 1972.

I stayed at the headquarters of Coastal Zone I roughly two weeks in order to work out a defense plan.
The plan called for dispersing widely and simultaneously at sea various ships and small craft
such as Patrol Boat (WPB) and Patrol Craft (PCF) in order to cut down casualties. In addition
to this spread formation, many ships and small craft had to utilize flare and chaff
as a passive means against the Styx anti-ship missile. In addition, the Republic of Vietnam Navy
was to receive artillery support from the I Corps Tactical Zone in order to annihilate the North Vietnamese naval forces
north of the Cửa Việt before their southward movement along our coast brought our ships
and small craft within the range of their Styx anti-ship missile.

After my briefing of the defense plan to the commanders of various Coastal Groups and Coastal Patrol Maritime Groups
at Coastal Zone I Headquarters, the Commander in Chief of Coastal Zone I approved the plan and
asked me to brief it to the headquarters of the I Corps Tactical Zone also in Ðà Nẵng. My briefing at
the headquarters of I Corps was personally presided over by the I Corps Commander, Lieutenant General
Ngô Quang Trưởng. In addition to the Commander in Chief of Coastal Zone I, there were
Colonel Hà Mai Việt, I Corps Operations Directorate, Colonel Khiếu Hữu Diêu, Colonel Nguyễn Văn Chung
who is I Corps field artillery commander, and a handful of military aides. Artillery support for the naval battle
was immediately granted and the field artillery commander promised to coordinate his various
175-mm artillery units to meet the Navy's defense plan when requested.

Ever since reporting for duty in Coastal Zone I, I was usually present at the headquarters
around two weeks per month depending on my work schedule at the headquarters of Task Group III
in Saigon. However, never
did I receive an order from the headquarters of Coastal Zone I in Ðà Nẵng,
of the Navy Fleet, or
of the Republic of Vietnam Navy in Saigon to stay in Coastal Zone I. When I visited there, I usually
carried out a fact finding investigation of the general situation in Tactical Zone I,
and accompanied the Commander in Chief of Coastal Zone I to visit an army division, brigade,
or regiment of the I Corps Tactical Zone.

Returning to the Naval Battle for the Paracels, on January 11, 1974, only a few days
after U.S. Secretary of State Henry A. Kissinger left China, suddenly the Chinese Foreign Minister
once again declared China's sovereignty over the Paracel and Spratly Islands. I was very much
concerned about this news since I commanded the task of first stationing our troops
on Namyit Island within the Spratly Islands near the end of the summer of 1973. A few days later,
since Republic of Vietnam Foreign Minister Vương Văn Bắc was still on an official mission overseas,
a spokesman of the Foreign Ministry refuted China's claim and once again reaffirmed the
Republic of Vietnam's sovereignty over the Paracel and Spratly Islands.

On January 16, 1974, I left Saigon for the naval port of Vũng Tàu to preside over
a formal change of command ceremony on the cruiser HQ Trần Bình Trọng (WHEC 5). Commander
Phạm Trọng Quỳnh relieved ? (I no longer remember the name of the departing commanding officer)
as the commanding officer of the HQ Trần Bình Trọng. After returning to Saigon, I watched daily news
on television in which Foreign Minister Vương Văn Bắc forcefully and formally declared
the Republic of Vietnam's sovereignty over the faraway Paracel and Spratly Islands. I sensed a crisis
was about to take place in Coastal Zone I especially if the North Vietnamese naval forces,
perhaps aided by China, decided to stir up trouble in the faraway islands to draw the
Republic of Vietnam Navy into a fight to the death. Naturally, the North Vietnamese Army would avail itself
of the opportunity to launch an offensive across the 17th parallel as foreseen.

HQ Trần Bình Trọng (WHEC 5), HQ Lý Thường Kiệt (WHEC 16), HQ Trần Quốc Toản (WHEC 6),
and HQ Ngô Quyền (WHEC 17) were built as seaplane tenders of
the Barnegat-class for the US Navy. All transferred to US Coast Guard in 1946-1948, initially
on loan designated WAVP and then on permanent transfer; subsequently redesignated as
High Endurance Cutters (WHEC) (Reference 3).
These ships were the largest combatants in the South Vietnamese
Navy and the only ones to mount a 5-inch gun battery. All anti-submarine weapons were believed
to have been removed prior to transfer (Reference 3).

In the early morning hours of January 17, 1974, as I did not have time to inform
the Commander in Chief, Navy Fleet, I went to Tân Sơn Nhất air base and walked straight to
its military terminal. I met a Republic of Vietnam Air Force chief warrant officer in charge and told him that
I needed to go to Ðà Nẵng urgently. The chief warrant officer explained to me that the flight was
full and introduced me to the first lieutenant piloting a C-130. After I explained
to the pilot my urgent reason for going to Ðà Nẵng, the pilot respectfully invited me to sit
in his cockpit.

Arriving at Ðà Nẵng air base around 09:00 hours, I called Captain Nguyễn Hữu Xuân,
Deputy Commander in Chief, Coastal Zone I, for a military jeep to pick me up. After I arrived at
the headquarters of Coastal Zone I, I then became aware of the details about what had been happening
at the Paracel Islands, and learned that the cruiser HQ Trần Bình Trọng (WHEC 5),
aboard which I had presided over
the change of command at Vũng Tàu the day before, would arrive at the naval port of Ðà Nẵng
in the evening with an amphibious assault team aboard.

The Commander in Chief of Coastal Zone I also showed me in his hand a small piece of paper
that he said contained the handwriting of the President of the Republic of Vietnam who had made
a visit to the headquarters earlier. I did not ask him about the visit or to see
the autograph since in my opinion it was a private instruction from the President to
a flag officer. The Commander in Chief gave me two choices, to stay at command post in the rear
or be present on scene.
I immediately answered: I wanted to be involved on scene personally inspiring my men.
Since my assignment to the Cruiser & Destroyer Group (Task Group III) of the Navy Fleet, unlike my predecessors, I was usually
away with my unit patrolling at sea. On every extended patrol, my presence brought high morale
to the officers and enlisted personnel under my command. I usually reminded the commanding
officers about training their sailors how to respond to battle stations and about getting involved
in joint training exercises with other ships when allowed.

tôi HQ Thiếu-Tá Toàn (Ghi chú của Trần Ðỗ Cẩm: HQ Thiếu Tá Nguyễn Chí Toàn,
Khóa 11 SQHQ/Nha Trang),
mà tôi chưa biết khả-năng nên trong suốt thời-gian
tăng-phái tôi chỉ trao nhiệm-vụ giữ liên-lạc với các Bộ Tư-lệnh cho vị
sĩ-quan này. Tôi dùng cơm chiều gia-đình cùng Tư-lệnh HQ vùng tại tư-thất
trong khi chờ đợi Tuần-dương-hạm HQ 5 tới. Sau bữa ăn, Tư-lệnh HQ Vùng

In the afternoon, the Commander in Chief of Coastal Zone I asked me if I needed anything else.
I explained to him the need for an additional ship for fear of being attacked along the sea route
from Ðà Nẵng to the Paracel Islands,
not because of the number of Chinese warships present at the Paracel Islands. The escort
HQ Nhựt Tảo (MSF 10) was assigned because it was patrolling the entrance area
to the naval port of Ðà Nẵng, thus cutting down the deployment time of my task force even though
the ship had only one diesel engine in operation.
In addition, the Commander in Chief of Coastal Zone I also assigned to me
Navy Lieutenant Commander Nguyễn Chí Toàn (former Navy Lieutenant Commander Trần Ðỗ Cẩm's footnote:
Nguyễn Chí Toàn was a 1961 graduate of the Nha Trang Naval Training Center) whom I appointed as
liaison officer throughout his tour of duty since I was not familiar with his qualification. I then
had supper at the residence of the Commander in Chief of Coastal Zone I while waiting for the arrival at Ðà Nẵng
of the cruiser HQ Trần Bình Trọng (WHEC 5). Following the supper, he personally walked with me
to the port. After the naval battle, he confided to me that he thought we had
the Last Supper together. This means the naval battle was anticipated, and he must have reported
regularly to the Office of the Chief of Naval Operations.

for the Paracel Islands. I gave the responsibility of navigating to the Paracel Islands to Navy Commander
Phạm Trọng Quỳnh, commanding officer of the HQ Trần Bình Trọng, since he was more senior than
Navy Lieutenant Commander Ngụy Văn Thà, commanding officer of the HQ Nhựt Tảo, (Trần Ðỗ Cẩm's footnote:
Phạm Trọng Quỳnh was a 1961 graduate while Ngụy Văn Thà was a 1962 graduate of the Nha Trang Naval
Training Center). My presence on HQ Trần Bình Trọng made the newly appointed commanding officer,
who had assumed his duty two days earlier, feel more secure since he might not have grasped fully
the capabilities as well as the crew of his ship. Both naval vessels remained at radio silence
except when reporting their position now and then.
