Maybe when you were a child the Men in Black abducted and cloned you,
taking out the activist genes in the process.  If the experiment had been a
complete sucess, you were to be replaced by the clone.

Now, your "good twin" is residing in Glendale, California.  The governmet
realized its "anti-activist gene tailoring process" didn't completely
remove all desire to object to government tyranny; it merely made a more
subservient Rick who isn't as motivated, can't write as well, and loves
exclamation points.

Well, that's my best guess.
