Dear Haggard:

       I have to disagree. Read the ruling. The DEMs and REPs are and have 
been in compliance. The allowed for the election of precinct committeemen 
even where they failed to elect them. Just as we are in compliance even 
though our 'state committee' failed to elect chair -- ge it?  :)
