Can anyone account for the data that shows that IRS seizure annual rates dropped from over 10,000 in 1997 to less than 200 in 1999, as shown on the web page, http://trac.syr.edu/tracirs/findings/national/collenfG.html? Also, liens and levies are dramatically down. What has happened to account for this?
