From Charles K. Sweeney:

Saitou is not evil. He may have committed violent acts, but so has Kenshin, and no one whines at him. For example, all through the time when he and Kenshin are working together, he did not betray Kenshin once, even though they are bitter enemies. There's no denying he had a million and one opportunities, but did he sieze even one? No. Shishio, an intrinsically evil man (he killed for the joy of it. Eesh), would have cut Kenshin's throat (in the literal or metaphorical sense) an hour into the partnership. Also, people like Shishio and Jin-eh kill randomly and indiscriminately, and often do so for pleasure. Saitou kills, but no more than is necessary. Example? Sanosuke. Saitou could have easily killed him during the fight in the dojo or in the streets of Tokyo, but let him be instead. Would an evil person have done so? I seriously doubt it. Saitou may have done some reprehensible things, but nothing evil.

From Sanosuke Sagara:

You know, i agree with you and everything but how about the time when Kenshin, Sano, Saitou and Aoshi were at Shishio's hideout, Saitou told Aoshi that if Kenshin beat Shishio, Saitou would take advantage of Kenshin, as he would be weak, to kill him???
