Ok, here's why Clefairy is the best Pokemon: not only is it really cute, but it's a superior life form! Really! Clefairies supposedly came to earth from outer space. They are the only Pokemon to possess starships, and therefore, interstellar technology (as evidenced in an episode or two). The "native" Clefairies already on earth are most likely remnants of a crash-landed Clefairy ship or, possibly, they may be the first wave in a massive invasion by the fleet of the Imperial Clefairy Armada!!!
