I feel, the signs for the vowels need not be included in the set of characters.
They need to be considered as glyphs only. Decision about whether the vowel
itself or its corresponding sign should be used, can be deduced from the
context. Codes corresponding to the signs of different vowels are: U+0D3E,
U+0D3F, U+0D40, U+0D41, U+0D42, U+0D43, U+0D46, U+0D47,U+0D48 , U+0D4A
, U+0D4B , U+0D4C, U+0D57.

The following should be considered as characters rather than just glyphs
because they are phonetically different and can not be represented as a
combination of other characters. Actually these are not there in the classical
set of Malayalam alphabets and they are considered as partial characters.
But they can not be phonetically represented by the combination of any
other characters.

Similarly the name for the code U+0D03 is ANUSWARAM, not ANUSWARA.
