Shown below is a NAND version of a JK-FF with Preset and Clear.  You want to put Clear into the NOR Version of the JK-FF.  Remember that the output of a NAND gate is determined if one of its inputs is a 0, whereas the output of a NOR gate is determined if one of its inputs is a 1.
