This simple statement from Harry F. Atwood's 1918 book

should have settled the question of whether the United States is a Republic or a Democracy for students, scholars, legislators, elected officials, history buffs, Democrats, Republicans, and Independents, editorialists, journalists,AND LAWYERS AND ATTORNEYS.

It hasn't.

Fay-West voter turnout sinks even lower

How low can they go?

We’re referring to the turnout for an election. Tuesday’s voter turnout figures dipped to ridiculously low results: Voter turnout was at 23 percent in Westmoreland and 19.7 percent in Fayette.

Why did voters find staying home to be the national pastime during the twice-a-year elections?

Surely the weather played a small part. Rain, hail and the threat of snow put a damp cast over the day. But rain in the spring and fall is nothing new. On Election Day 1985, the area experienced one of the worst storms in years and more people came out to vote.

However, the ballot did offer the voters very few choices. Most races were uncontested. A U.S. Senate race and an attorney general race on the Democratic side provided the sole suspense for voters.

This appears to be a recurring theme in elections here. Why is it that we are vastly becoming a democracy of the minority and a democracy of incumbency?

This is not a slap against the incumbents.

But competition on the ballot brings a healthy discussion of the issues to the table.

This is what is needed to ensure that democracy as designed by our forefathers is carried out.
