I dedicate this 3-minute satirical protest to the inspiration and 
memory of Bob Morgan. 
 
Before the commissioners discuss item No. 4 and potentially vote 
to censor the content of future public comment to only agenda-
related comments,  I would like to offer a solution to the 
distraction of citizens going over the 3-minute time period and 
the 2-minute time period. 
 
My solution is a Fayette patriot patch.  I have a sample here and 
will demonstrate its use after I’ve spoken for my three minutes. 
 
There are 2 versions of the Fayette patriot patch.  The 3-minute 
Fayette patriot patch and the 2-minute Fayette patriot patch.   
 
The Fayette patriot patches are a unique contribution to Fayette 
County in the interest of good government and orderly, 
shortened, meetings which move the county forward. The Fayette 
patriot patch will be worn as a protective patch of honor over 
the mouth of individuals who have spoken properly for a 3-minute 
or 2-minute duration during the public comment period. 
 
Those  who have called ahead to be placed on the commissioners’ 
meeting agenda should obtain the protective 3-minute Fayette 
patriot patch.  After the individual has spoken for 3 minutes, as 
indicated by the commissioners’ timer, the individual will 
immediately place the 3-minute Fayette patriot patch gently over 
his or her mouth.  Similarly for those who have not called in 
ahead of time, but who have 2 minutes to say what they have to 
say.  They should obtain a 2-minute Fayette patriot patch.  After 
the individual has spoken for 2 minutes, as indicated by the 
commissioners’ timer, the individual will immediately place the 2-
minute Fayette patriot patch gently over his or her mouth. 
 
The individual will then promptly return to his or her seat, and 
remain silent, but attentive, with the Fayette patriot patch firmly 
in place until each of the commissioners has addressed the 
concerns of the 3-minute or 2-minute patriotic speaker.  After 
that time, avoiding eviction and having acted in the interest of 
good government, the individual will proudly, but noiselessly, 
remove the sticky, but recyclable, Fayette patriot patch. 
 
Individuals who have used the Fayette patriot patch once, and 
who wish to use the Fayette patriot patch for a similar amount of 
time at a future commissioners meeting, should store the gooey, 
but still serviceable, Fayette patriot patch in a cool place, but 
not in the freezer. 
 
Don’t be part of the problem;  be part of the positive solution.
