Barry Castillio and interpretation of the unknown 1625xx date (1999)

A few months ago, the tech staff here at Dr. Stupid`s was visiting a site called www.boblazar.com , I noticed an article written there.
If you read the background of about Robert Lazar, you must have know about his coworker -
Barry Castillio. I have read alot about Bob Lazar, but there aren't many details about Barry.

Barry Castillio, Lazar's coworker, told the story of an altercation that took place in 1979 between the aliens and the humans at the base.  Apparently, the aliens were given a location at the facility to conduct experiments.  It was agreed between the aliens and humans that there would be human military guards  securing the immediate perimeter.  One day, due to the volatility concerns the aliens had over a certain experiment that they were conducting, they demanded that the guards not be present.  The concern was that the bullets in their guns and gunbelts would cause a reaction.  The guards refused and proceeded to come closer to the danger area.  They were immediately terminated by the aliens, later found by two other guards to be lying dead of identical head wounds.

The actions and reactions of these events escalated until 44 military guards  were killed.  The aliens then killed the scientist they were teaching and left the facility and much of the alien technology behind.

The back engineering program began in late 1979 with the remaining hardware and technology.  Before the aliens left, they somehow stated that they would return at a date represented by six digits starting with 1625xx.    Lazar was given no cross reference for this date to our numbering system and couldn't speculate as to what the date meant.  The xx's indicate unknown numbers.


So I have started to think, what that 1625xx ment? well I have stated 3 suggestions:
  1. It should be relative to the date they left (for example: "I'll be back in 5 hours")
  2. It should be based by time units we know, and combining with their math system.
  3. It should be accurate, maybe by hours.

On what math system that number is based on? according to the above, and what you and I know about aliens,
I assume that the number is in base 8, that mean, using the Octal numbering system.

And why so? well, the question is, why we use decimal(base 10) numbering system? it's very simple:
It's because our ancestors developed math system according to physical characteristics - Fingers. and 10 fingers
gives us 10 digits, which is 10 based math, Decimal. that is the reason we should assume that aliens developed their math according to fingers too... as far as I know they have fingers. 8 fingers. so they developed Base 8 - Octal numbering system. that is why this number is represented in this Octal numbering system.

I have said before that the number is accurate. not days, but based on days, and smaller than days,
a time unit which is a portion of the day. but what kind of portion?
We normaly divide everything with tenths, because it's simple and doesn't take any calculations. divide
for example the number 1434.635 to tenth, and the result will be 143.4635. simple as that.
well, they do also divide the day to tenths, but in thier Octal tenth which is equal to 8,
so the octal number 1625xx turns into 1625x.x days (still an octal number). we convert it
to our decimal system so we can understand, using a simple scientific calculator, and it turns into
a number between 7336 days and 7344 days. so, let's say it's 7340 days relative to the day
they left, which is somewhere  in the middle of 1979. let's take 7340 and divide it by 365.25 so
we get how many years are those days. and the result it 20.10 years. add this to 1979 and you get the year 1999.
So is that going to be the year they will return to the base?
