be responsible for implementing change? What solutions have been
pioneered in other communities? Power searching techniques can help
you locate fact sheets from national organizations, find web sites developed
by advocacy groups from throughout the nation, gather statistical data,
and review newspaper editorials.

She found archives of the Strategic Plans for the last ten years, which
