In the post of Senior Supply
Officer, Logistics and Procurement responsible for all General Stores and
Medical Supplies and equipment for UNRWA’s operation in five Fields of
operations as well as for the headquarters. In July 1993, the software
“Reality” was introduced at headquarters level for use in this function.

In the post as Acting Chief,
Supply Division from 1 May 2000 and Chief, Procurement and Logistics Division
from 20 August 2000, Procurement and Logistics responsible for all General
Stores, Medical Supplies and equipment, Motor Transport Vehicles and Spare
parts as well Basic Commodities and Agency wide Insurances for UNRWA’s five
Fields of Operation as well as for the organizations two headquarters.

Out of the above seventeen and a
half years of service with United Nations, both in Civilian and Military
capacity, approximately sixteen years has been in the Middle East and has
partly taken place under very difficult war and emergency situations.

MAJOR ACHIEVEMENTS
·
Upon
taking up the position as Chief, Procurement & Logistics Division, I
followed up closely the Implementation of the UN reform process initiated by
the Secretary General with specific aim of improvements in the procurement
process.
·
Closely
coordinated and assisted a Donor sponsored Consultancy work aimed at such
improvements.
·
Developed
in coordination with the Consultants a broad and UNRWA tailored staff training
program in the area of Procurement and Logistics.
·
Conducted
together with the Consultants the developed four-stage training program over a
period of 5 months in 2000. More than 100 of UNRWA’s Procurement &
Logistics staff benefited from this training program.
·
Based on
the Consultants final report and recommendations, arranged and conducted an
UNRWA Senior Management Procurement Workshop over two days in March 2001. The
workshop consisting of UNRWA’s most senior management studied, reviewed and
decided on support for most of the recommendations made.
·
Subsequent
to this, developed, prepared, submitted and obtained approval on a detailed
Procurement & Logistics three years Action Plan aimed at radical
improvements of the Procurement & Logistics functions of UNRWA in all
aspects of systems, practices and human resources through higher levels of
service quality, better transparency, clearer accountability, improved control
functions and lower operating cost.
·
In line
with the Procurement & Logistics Action Plan, prepared and obtained
approval on a proposal for organizational restructuring of UNRWA’s Procurement
& Logistics Division. The proposal aimed at improving accountability, the
procurement process, internal customer services and general contract
management.
·
In line
with the Procurement & Logistics Action plan, prepared and submitted for
external donor funding a detailed and multi level training program for UNRWA’s
Procurement & Logistics staff covering a period of three years and at an
estimated cost of US$ 320,000.00.
·
Reviewed
and updated UNRWA’s approved supplier’s files. Improved hereunder the
prequalification criteria for suppliers as well as the supplier’s appraisal and
performance evaluation system. As a result, the average response rate so far to
UNRWA’s International tenders have increased from a low of 35% to approximately
70% as well as achieving a 50% reduction in outstanding orders.
·
Identified
and established simple and clear Key Performance Indicators (KPI) for the
Procurement & Logistics Division.
·
Sub
grouped the list of approved suppliers in order to match closely UNRWA’s groups
of Pharmaceutical and medical supplies inventory items and the international
manufacturing market, thereby avoiding too many contracts through Traders, as
had previously been the case.
·
Subsequent
to this, tendered for and established Long Term (three years) Call-Off Purchase
agreements for Pharmaceuticals and medical supplies. So far, 25 Purchase
Agreements have been established at a total approximate value of US$
14,400,000.00.
·
Started
the process of establishing an Agency wide Long Term contract for Computer
hardware.
·
Tendered,
contracted for the delivery of a total of approximately 100,000.00 metric tons
of basic commodities under UNRWA’s Emergency program in West bank and Gaza.
Approximately 60,000.00 metric tons have already been delivered and
distributed.
·
Due to
improved market researches, better supplier sourcing and timing of UNRWA’s tenders,
a saving of approximately US$ 12,000,000.00 on Flour and US$ 300,000.00 on red
lentils have been achieved in pricing over the last 2 years. In addition due to
better supplier sourcing, improved deliveries and closer coordination with
UNRWA’s Field of operations, approximately US$ 150,000.00 have been saved by
avoiding frequent stock outs of medical supplies with subsequent local
purchases.

Division Chief at Headquarters level. Procurement and Logistics
responsible for all General Stores, Medical
Supplies and equipment, Motor Transport Vehicles and Spare parts as well Basic
Commodities and Agency wide Insurances for UNRWA’s five Fields of Operation as
well as for the Agency’s two headquarters. Delegated awarding authority for
contracts up to US$ 75,000.00. The annual value of procurement conducted
amounts to approximately 55 - 60 million US dollars. Manages the Division which
comprises a General Supplies Section, a Medical Supplies Section, a Motor
Transport Section, a Basic Commodities and Insurance Section and a Systems and
Procedures Section. Supervises directly or through subordinate supervisors 5
posts in the Professional category and 32 posts in the General Service or
equivalent Area Staff category at Headquarters level. Exercises technical
supervision over the staff assigned to the Procurement and Logistics
Departments in UNRWA’s Five Fields of Operation hereunder 5 posts in the
Professional category and more than 800 posts in the Area Staff category
including trade, clerical and manual staff. Supervises and participates in the
programming, procurement, movements, insurance, storage, issue and disposal of
all Agency supplies including medical supplies and equipment as well as
transport acquisitions. Responsible for representing the Agency in negotiations
with suppliers, manufacturers, shippers, local authorities, donors and other UN
Organizations on Procurement, Logistics and Transport matters. Coordinates the
preparation of the Division’s budget and reviews and advises on the budgets
prepared by the Five Procurement and Logistics Departments in the Agency’s
Field Operations. Responsible for reviewing and revising the Agency’s Manuals
of Supply and Transport Procedures as well as related Technical Instructions.
Responsible for day-to-day coordination of the Division’s activities with other
Departments and Divisions within Headquarters and the Five Field Operations.

May.2000). Responsible for the procurement, warehousing, stock control and
distribution of approximately 15 – 30,000 tones of stores annually depending on
field of Operation (including all types of basic commodities, medical supplies,
general stores and spare parts). This includes implementing the United Nations
tendering and procurement procedures. Delegated awarding authority for
contracts up to US$ 30,000.00. The annual value of procurement conducted
amounted to approximately 2 – 4 million US dollars depending on Field of
Operation. Also responsible for quality, stock and equipment control. Liaisons
with appropriate governmental and commercial personnel. Control and maintenance
of the Agency’s transport fleet, related machinery and equipment (250
large/small passenger and freight vehicles, ambulances and waste disposal
vehicles. Personnel and financial administration of a large logistics
department with approximately 200 – 250 staff of professional, trade, clerical
and manual staff, responsibility includes preparation and control of the
departments’ bi-annual budget.
In Gaza (1997-2000) the work included extensive logistical cooperation
and coordination with both the Palestine Authorities and the Israeli
Authorities after the establishment of Autonomous Areas in Gaza and the West
Bank following the agreement between the two parties referred to as the Oslo
Agreement.
1993 (July) – 1995 (Jan.) Senior Supply Officer (General Stores & Medical)

well as equipment procured for UNRWA’s HQ and 5 Fields of Operation. Reality
software was introduced July 1993. Responsible for the branch’s implementation
and the daily use of this software. Responsibility includes scrutinization of all procurement requests, preparation of international tender
documents, requests for proposals and quotations, evaluation of bids received,
and presentation to Headquarters Contracts Committee as well as issuing and
administering contracts after award. Total volume of contracts was approx. 20 –
30 million US Dollars per year. Delegated awarding authority for contract up to

procurement, warehousing, stock control and distribution of 10 – 20,000 tones
of stores annually depending on field of Operation (including all types of
basic commodities, medical supplies, general stores and spare parts). This
includes implementing the United Nations tendering and procurement procedures.
The annual value of procurement conducted varied between 2 – 4 million US
dollars depending on Field of Operation. Also responsible for quality, stock
and equipment control. Liaisons with appropriate governmental and commercial
personnel. Control and maintenance of the Agency’s transport fleet, related
machinery and equipment (150-250 large/small passenger and freight vehicles,
ambulances and waste disposal vehicles. Administration of a large logistics
department with approximately 200 – 250 staff of professional, trade, clerical
and manual staff, responsibility includes preparation and control of the
departments’ bi-annual budget.
In Lebanon (1987 – 1989), the work was partly conducted under extremely
difficult conditions due to a war/civil war situation referred to as “The War
of the Camps” 1986 –87.
In Gaza (1989 – 1990), the work was conducted under difficult conditions
with additional emergency assistance taking place due to the Israeli occupation
and resistance from the population referred to as “The Entefada” 1987 – 1994.
In Jordan (1990 – 1993), extra difficulties were added due to the Gulf
crises and subsequent War (Aug 1990 – April 1991) with the influx of evacuees
into Jordan from Kuwait and Iraq.
