BC News! COINTELPRO, MK-ULTRA and NATO Maneuver Doctrine Continue Financial Targetting and Character Assassination of Social Activists Raising Consciousness about US-NATO Involvement in Design, Development, and Deployment of Biological Weapons like Small Pox, Ebola, HIV, SARS and others for Genocide!

Our Executive Director Paul L attended the Pacific AIDS Network (PAN) and Healing Our Spirit (HOS) Annual gathering in Kamloops BC late March and the first week of April, 2002. It was an excellent conference. Dr. Tafoya of the Kinsey Institute presented many complex issues surrounding suppressed stories about sexuality in an insightful manner, educating, informing and involving his audience in a manner to raise consciousness.

There were numerous workshops and simultaneous presentations made by activists and employees of the various AIDS service organisations across BC serving both native and mainstream clients.

The HIV positive forum covered several key issues. Most significant for me was the tendency of the paid staff from Victoria, who were taking the minutes to edit out significant content shared, that might appear to be politically incorrect, or offensive to governmental and corporate funders, and withold it from the general assembly. This seems to have sponsored some recriminations of a personal and unprofessional nature from the offending and censoring staff. Our postion is that paid staff record all of what is said. We do not hire a secretary to censor our forum, but to record our contributions, then share them with the general assembly, uneditted, except for bad grammar.

The specific issues editted out from the HIV positive forum was the shared belief by numerous members that HIV is a biological weapon deliberately designed by the US military at Fort Deitrich, Maryland under contract with the US defense department, a certain German based Pharmaceutical Company, and others, knowingly funded by US Congress, to reduce "excess" human populations. Willful modern genocide targetting the gay, Black African, marginalized and minority communities deemed "useless, unproductive, counter-productive, or not serving the new world order" (Bush's fifth reich).

A local university unpublished article demonstrated how the current BC Liberal government is applying NATO's: "Manouver Doctrine": Varying the Pace of Social Change to disable, disarm, destroy and demoralize the social fabric of BC and her social justice activists. This is an update of Sun Tzu's ancient text "The Art of The War". NATO instructs its military how to apply Sun Tzu's Art of War to defeating the foreign evil superpowers like the USSR, and destructive domestic influences like Black, Gay, Communist and Civil Rights Agitators. The essence of the article is that social activists like those working for ASO's need to be aware that they are the target of manouver doctrine warfare and respond appropriately. This information appears to be offensive, unacceptable or not politically correct to our paid PAN recording staff working, out of the Victoria, BC office.

Our Executive Director Paul L, served on the Board of Directors for both AIDS Vancouver (1999) and BCPWA 1999 through 2000. He volunteers as a treatment information officer at BCPWA's Treatment Information Program. Aids Vancouver is Canada's oldest, 15 plus year, ASO. He chaired the Pacific AIDS Resource Centers from 1999-2002 Site Selection Committee with the aid of several board members and society volunteers, until AIDS Vancouver announced its intention to seperate from the joint Pacific AIDS Resource Center and pursue a provincial mandate under the name of AIDS-BC.

May 1 to 4, 1999 Paul attended the 8th Annual Canadian Conference on HIV/AIDS Research in Victoria, BC. The Canadian Treatment Advocates Council, The Canadian AIDS Society, Victoria Persons With AIDS Society and AIDS Vancouver Island, held conjoint sessions in support of the conference over this long weekend.

The conference had its usual high caliber of experts in the four primary tracks of: Basic Science Clinical Science, Epidemiology and Social Science. Posters supplemented the plenary and workshop sessions. A couple of spontaneous demonstrations by community activists livened up the conference. One pharmaceutical company found its sponsored dinner boycotted and the same firm targetted for price gouging for its newly released drug.

Dr. Harrigan of BC Center for Excellence gave an intriguing talk on genotypic testing, which is now available upon special request, thanks to industry funding.

We attended the Pacific AIDS Network Community round table forums and the Canadian AIDS Society board meeting February 18 to 21, 1999 in Vancouver at the ParkHill Hotel.

Andrew Johnston, AV's Executive Director, raised some key advocacy issues. He pointed out that some clients were not being offered truly anonymous and confidential testing in some areas. The BC Attorney General is apparently considering requiring mandatory HIV testing of some accused persons. Partner notification is being considered as a legal mandate, breaching the confidentiality bubble which encourages widespread testing.

Continuing medical education and treatment information training 1999 has included seminars with Dr. Mark Nelson from Chelsea in London England, Dr. Simpson from Mount Sinai Hospital in New York. Doctors Julio Montaner (Excellence) and Brian Conway (Viridae) gave updates on the recent Chicago Conference on Anti Retroviral Treatments. Dr. Willoughby covered the Carribean Conference. Many thanks to our pharmaceutical partners for unrestricted educational grant funding for these medical updates.

The December 1st World AIDS day was well received around the lower mainland with numerous candle light vigils. John Cameron the founder of the Heart of Richmond AIDS Service Society organized a wonderful mini-conference at the Carnegie Community Center in the Heart of the East Vancouver AIDS epidemic. Many HIV specialist Medical Doctors, Community Activists and the Minister of Health, Penny Priddy, were in attendance. Several Pharmaceutical companies, AIDS Vancouver, BCPWA and other community groups actively participated with members of the board present and actively listening to the needs of the affected community.

This was followed by the December 6th vigil remembering violence against women and in particular the 14 women killed in Montreal in 1989. This serves as a poignant reminder of the violence against Women, Gays, Lesbians, and other minority groups, including those handicapped with HIV/AIDS. I remember Mathew Sheppard, the petite 21 year old University of Wyoming student who was kidnapped from a gay bar, tortured, robbed and crucified in Laramie earlier this year.

The AIDS walk on September 28th, 1998 was a great success. It was sunny all day. Joe Average was on site signing everyones T-shirts. The Complementary Health Tent was a great success offering people a wide array of alternate health practices (acupuncture, massage, Tai Chi, etc.). The entertainment, food and fun were excellent, as usual. A BCPWA board member advised me this was one of the best AIDS walks ever. The numbers were up all over, and costs were held down, because of the effort of volunteers and the fact the walk was done completely in house - no contracting out this year. Good job one and all.

For those familiar with the Diamond Centre: Friends for Life, there were several Complementary Health Forums (7-9 pm) focusing on Chinese traditional herbal medicines and acupuncture with Dr. Sunny Lee. This was followed by an open forum discussion of the subtle and profound effects of Tai Chi upon the internal health of the body. The latter was presented by Paul Crowe, a member of the Taoist Tai Chi Society of Canada.

As a non-profit charitable volunteer driven HIV/AIDS service organization, we seek to build safe places in the Fraser Valley Regional District to serve as AIDS resource centers for the people in these communities, starting with Abbotsford as the largest population center of the region. This first center will serve thousands of families in this community: men, women, children, and care-givers. It will serve as an anchor and refuge for those living with HIV in the area served by the Fraser Valley Regional Health Board. It takes special volunteers who know how to deal with life challenging illnesses to ensure full access to essential services for all members, families and caregivers within rural areas of the Fraser Valley Regional District from Abbotsford, Mission and Chilliwack to Hope and beyond. Building bridges between local, Religious, Native, and Prison communities will help heal old wounds and shed the stigma attached to this disease. We will directly address quality of life issues through complementary and traditional health therapies.Education, prevention and building self-esteem will ensure maximum advantage for all who learn and share with Fraser Valley communities. Closer to home services to ensure dignity and quality of life is our goal for those dealing with this handicap.
