
OFFL Standard League Rules
Ownership:
1. Any owner may leave the league at anytime.
A. All new owners must be approved by the league by majority.
2. When a team’s ownership is vacated, the spot is filled in the following way:
A. A list of potential owners is nominated.
B. A league vote is called from the given list.
C. If there is a tie, another vote is taken, involving only the list of those who tied.
3. An owner may be removed for the following reason:
A. Failure to pay entry fee.
B. Cheating.
C. Physical violence towards another owner.
D. Failure to show up to the draft two years in a row.
League Participation and Rule Proposals:
1. One mandatory league meeting, draft day, the last Sunday of August.
2. Rule proposals must be turned in no later than August 7th prior to the OFFL draft.
3. No rule may be proposed two years in a row.
4. All rules
passed take effect the following year.
5. League business
may require votes from the team owners from time to time.
A. Any team may choose to abstain from any league vote. If so, the majority is calculated as if they were not a member. There is no quorum.
B. Any team who is directly or indirectly involved in the potential ruling is not allowed to vote. The Commissioner will inform them as such.
League Officers:
1. The league has two officers. (Co-Commissioners)
A. Scoring Officer.
B. Rules Officer.
2. The officers may divide the Commissioner duties as they see fit.
Money:
1. Entry Fee is
$50 (2009 Season) and must be paid by opening day.2: The money is to be paid out in the following manner;
A. The Toilet Bowl Winner and the (2) 1st Round losers receive payment of $35/following year due paid. (2009 TO RAISE) to $50/following year due paid.
B. The
(2) 2nd Round losers receive payment of $70. (2009 TO RAISE) to $100C. The OFFL Runner-Up receives payment of $90. (2009 TO RAISE) to $135
D. The OFFL Champion receives payment of $155. (2009 TO RAISE) to $215
Trades:
1. All trades completed during the season (Week 1 to Week 10) must have an equal number of players on each side, Any amount of draft picks may be included in the trade.
2. Teams may only trade picks up to two years in the future. (i.e. 2008 season = 2010 draft pick.)
3. No outside considerations may be included in any trade that is not related to OFFL business (money, bubble gum, baseball tickets, etc)
4. The trade deadline is midnight of Saturday of Week 9. (Week 10 of a 14 game season.)
5. Off Season trades are not subject to above restrictions. (i.e. 10 for 2 player trades).
6. The league has the right to reverse a trade made by a team, by majority vote. Any owner who believes a trade is fraudulent, must bring it to the Commissioner’s attention, who may call for a
league vote.
7. Offers become official as soon as the trade has been accepted by both sides. In other words, offers are binding.
8. Players may not be “rented”. For example, a player can not be traded to another team with a clause that automatically reverses the trade after the season. This is subject to the League Officer’s discretion. If an owner disputes a League Officer’s decision, they may call for a league vote, which will be binding.
Rosters:
1. An OFFL Roster will consist of 43 players. There is no designated number for the amount of Offensive or Defensive players on a team, just that each team must have 43 players.
2. Rosters are trimmed or cut to 25 players no later than August 7th, prior to the OFFL Draft.
3. On August 7th, teams lose the right to any player which was not protected.
4. Players may only be added to the team rosters;
A. Via trade
B. During the draft
C. As Free Agents between the draft day and midnight on Saturday, prior to the first game to the NFL season.
1. If a team Owner fails to draft enough players during the 18 Round draft.
2. If the Team Owner cuts a player(s) from their roster after their draft.
D. Once the deadline passes, all rosters, for better or worse, become final.
Regular Season Lineups:
1. OFFENSE Starting lineups should be (8) players;
(1) Quarterback
(1) Running Back
(2) Wide Receivers
(1) Tight End
(1) Kicker
(1) Kick/Punt Returner
(1) Additional player, chosen from Running Back, Wide Receiver or Tight End
2. DEFENSE Starting lineups should be (11) players;
(3) Defensive Linemen
(3) Linebackers
(3) Defensive Backs, one which must be a Cornerback
(2) Additional players, chosen from Defensive Line, Linebacker or Defensive Back.
3. If the roster submitted does not have the required number of players to fill the roster spots, the owner can not fill the empty position with other positions. (i.e. 3 RB, 6 DL)
4. Lineups must be submitted to the Commissioner or designated scorer, by opening kickoff of the 1st game of the day, by email time stamp or telephone.
A. If the team lineup is NOT submitted on time, the lineup from the previous week will be used. Bye Week players WILL BE included.
B. Teams must submit the roster to their opponent for the week.
C. For the weeks when there are NFL games scheduled on Thursday, Friday or Saturday, the players designated to start on the team roster must be submitted before the start of the scheduled game to the Commissioner and the team’s opponent for that week.
1. If the player’s name was submitted late, the player will not be eligible to score points for that week.
2. Exception: the team owner uses the entire lineup from the previous week (does not turn in a roster).
5. If an OFFL team’s starting QB gets hurt during a game, and the team also has the backup QB(s), the backup QB will be placed onto the roster and score points as normal, added to the
starting QB totals.
6. Lineups turned in with improper minimum required players will receive no points for that position. (i.e. A roster has been received and has 11 defensive starters, but 6 DL, the sixth DL position will be automatically scored 0 points).
Tie-Breakers:
The following are the tie breakers for deciding the Division Winners, Seeding into the playoffs and Lottery Draft Picks (in order):
A. Head to Head record.
B. Divisional record.
C. Record against common opponent (percentage).
D. Total Points (Offense + Defense).
E. Coin Flip.
Playoffs:
1. The Three Division winners plus the next Three best records, regardless of division will enter into the OFFL Championship Playoffs.
2. First Round Schedules (Quarterfinals) -
A. The #1 and #2 best records receive Bye Weeks for the 1st Round.
B. The #3 Division Winner will be paired against the #3 Wild Card and the #1.
Wild Card will be paired against the #2 Wild Card.(#3 DC and #1 WC are considered Home teams).
3. Second Round Schedules (Semi-Finals) -
A. The #1 Division Winner (Home team) will be paired against the lower ranked of the 1st Round winners.
B. The #2 Division Winner (Home team) will be paired against the higher ranked of the 1st Round winners.
4. Third Round Schedules (OFFL Championship) - Will be played at a Neutral Site (no home field advantage).
5. Toilet Bowl match ups are based on final records and standings and are as follows:
A. #1 (Best of the Worst) vs. #8 (Worst Record)
B. #2 vs. #7
C. #3 vs. #6
D. #4 vs. #5
6. Each Winner advances into the next round and the lower seeded team has home field advantage.
Playoff Lineups:
1. OFFENSE Starting lineups should be (8) players;

(1) Tight End
(1) Kicker
(1) Kick/Punt Returner
(1) Additional player, chosen from Running Back, Wide Receiver or Tight End

4. TIEBREAKERS: In addition, lineups should include, for tie breaker purposes, the following:
A. (1) Offensive Player (Running Back, Wide Receiver or Tight End)
B. (2) Defensive players (Defensive Line, Linebacker or Defensive Back)
C. The Tie breaker players scores will be used ONLY if the final score is a tie.
D. If the tie remains, the backup Kickers points will be used and does not need to be submitted, unless, a team has more than two Kickers. If so they must designate which kicker will
be used. If they do not, the position will be assigned 0 points.
E. If the tie persists, the most used backup QB will be used as the tie breaker. Owners may nominate a different QB for the tiebreaker, if they deem Necessary, but it must be submitted
with the roster. If the tie persists, the home team wins.
F. As with any other position, if no player is submitted as a tiebreaker, or if the wrong position if submitted, or the proper number of tiebreakers are not submitted, those positions which
are empty, or overfilled, will be scored 0 points.

TEAM SCORING
HOME TEAM adds 3 points to total score.
Fantasy team "A" Offense minus Fantasy team "B" Defense = "A" score.
If Fantasy team "A" scores 58 points on offense and 26 points on defense,
and Fantasy team "B" scores 47 points on offense and 47 on defense, Fantasy
team "B" wins 21-6.
If Fantasy team "A" Offense scores less points than Fantasy team "B"
Defense, "A" scores 0 points and the extra points from the "B" Defense
adds onto the "B" Offense score.
EXAMPLE - "A" Offense 35 - Defense 25, "B" Offense 50 - Defense 38,
"B" team wins 28-0.
Fantasy team "B" Offense minus Fantasy team "A" Defense = "B" score.
