    If you have internet access via a telephone line
and you're NOT careful about what programs you install,
your computer can make international phone calls without your knowledge
costing you hundreds of dollars.
Internet users across the country have become victims of such "dialer programs."

     Eve Shaw from Lecanto has a phone line in her home dedicated
soley to internet access; It is only supposed to dial a local
number to her ISP.
"I got my bill and I see a charge on there that is from my computer line,
which is a different number that said a charge of $18.12,
I thought, 'this is not right,'" Shaw said.
When she contacted her phone company, it told her the charge was to an adult
entertainment website based in the African country of Chad.

     At the time the call was placed, Shaw said, she wasn't even online.
"If I was online at the time and I was connected to my local ISP,
how could I have dialed an African number?"she asked.

     It's actually quite simple when you surf the web,
you may encounter drop-down boxes advertising "free" web sites for music and
entertainment or games.
The sites don't require a credit card or personal information.

     All users have to do is click on the boxes and download the material.
Many customers do not read the fine print that says the computer is about to be
disconnected from your internet provider to dial an international phone number.
The national consumers league's internet fraud watch has been tracking
these type of web sites.

     It says the rates charged by the dialer programs vary widely
based on time of day and the length of the call.
The calls can result in bills in the HUNDREDS OF DOLLARS.
"We're starting to see a surge in complaints about these services,"
said Susan Grant, the director of the Internet Fraud Watch.

     "Our customer counselors tell us that many victims are
parents of teenagers who never knew their kids were downloading these dialer programs."

     After EIGHT ON YOUR SIDE,(a Tampa Florida TV news station),
contacted Shaw's long distance provider,
the company credited her account for the charge.
But most phone companies, while sympathic to the
situation, are insisting consumers pick up the tag.

     "We have to run a business whereas people are responsible for the calls made
from their homes." spokesperson for one long-distance provider said.



Here are 3 ways to possibly protect yourself and your computer from dialer programs:
  1. Have your local phone company block international phone calls
    being made on your computer phone line. ( the international block CAN be bypassed )
  2. Increase the amount of time a web site is kept in your browser history file.
    If you set the time to 60 days, you'll be able to refer back to sites
    you have visited during that billing cycle and to confirm any calls made.
  3. For computers used by children, buy software that provides
    'internet filters' designed to block offensive contact.

     Recently I found myself the recipient of a similiar charge on my phone bill for a 4 minute call at a cost of $30.10
from a place called Vanuatu. When I called AT&T, the long distance carrier which is handling the charges for this 'business', they told me," tough luck, I have to pay it."
AT&T appears to knowingly allows an illegal 'offshore' company to cram its customers and tells us it is our problem.
AT&T is condoning improper business methods (cramming), making them culpable of conspiracy to commit fraud. AT&T knows of this type of scam (cramming) and apparently wants to exploit it, allows it to continue and make a profit from it at YOUR expense.

    Needless to say I invested $20 to place an international block on my phone line.(the block can be bypassed,there is no guarantee the block will work) I am very careful about things like this but it appears ANYONE is subject to CRAMMING, no matter how careful they are.

    Hi Iggy,
         Thank you very much for sending the url and email concerning slamming. I am going to call our local phone company this morning to check out putting a block on our computer line so international calls can't be made from the computer. Just last month our son in MN got his phone bill and on it was a call to an overseas (I forgot where) country, for a half an hour at a charge of almost $90.00. The call was placed mid afternoon on a Friday and both him and his wife work from seven in the morning until seven at night. Neither one of them were home on the day the call was placed. Fortunately, after going round and round with the long distance company that the call went through, they said they would drop the charges...just this time. He told them that if they got charged again like this and him and his wife are not home at the time the called was placed, he will not pay for any such charges. I sent him the url you sent and hopefully he can get their phone line blocked for international calls too.

         I know what you mean, a couple months ago I had a $60.00 charge on my bill to Madagascar. It was from a web site that my son went to looking for game downloads.
         Needless to say I now have an international block on my phone line now and the phone company was nice enough to remove the call from my bill.

  4. Vanuatu / AT@T cram - by svollo,
         I need some advice. Recently I was on the Web surfing some sites. In less than 3 seconds after I had clicked on a link to a site my modem was disconnected and a instruction set was downloaded onto my system and an International (900) call was established. I was crammed in less than three seconds and the site in which they tried to put me into was an Adult Site. This site uses AT&T to invoke this.
         The next month the charge showed up on my Bell South Bill in the amount of $7.26. I thought I had stop the dial from occurring but it beat me to it. Now here's the challenge. I called AT&T to get this adjusted and their response was" You dialed it you pay for it. Our equipment is very accurate.
         We know you put the call through" Each person I spoke with was groomed to deal with this site in "Vanuatu". They have all been groomed to answer very politely and to put people on hold for a minimum of 20 minutes. Supervisors all do the same thing and they are very quick to hang up on me.
         Whats really funny, they all know the proper pronunciation of "Vanuatu" at AT&T. One woman said she might get ten calls a day on this but when I went back to Southern Bell for help they said that they have had numerous calls about "Vanuatu"and AT&T is making a killing on this Scam. Bell South was left on hold for 30-40 minutes and they said that they were going to have a supervisor phone me. I have notes and names of all people. The Bell South lady also mentioned that a woman earlier had a charge of $600.00 and AT&T adjusted it to $300.00.
         Oh, guess where AT&T directed me to get the problem resolved, my ISP. WHAT ARE MY LEGAL RIGHTS? A computer is no different than a phone, this would be totally illegal if I were on a voice call and this were to happen.





  5.      I just got off the phone with the "wonderful" folks from AT&T regarding an internet phone call amounting to $218.55 supposedly made to Vanuatu. When I informed them that I had authorised no such call from my computer, I was told that they were terribly sorry but they could not take the charge off. When I demanded to speak with a manager, they said they would "investigate" the call and a manager would call me in 3-6 days. I got the call today and the "manager" told me that since the first person I had complained to determined that the charge would not be taken off of the bill, he could also not remove the charge.      One other thing I learned about this scam is that even though I changed my long distance carrier to MCI prior to the date this call supposedly was made from my computer, the call was directed to AT&T. Apparently, if somehow dialing software was downloaded to my computer without my knowledge, it routes the call to AT&T. MCI informed me that the call was routed directly to AT&T. As you no doubt understand, I am extremely PO'd. I am refusing to pay this bill. Add my name to any class action suit.

         I have two phone lines. I was billed (line #1) in July by Sprint for $292.74 for calls to Vanuatu. When I called Sprint (my long distance carrier for line #1) to dispute, they told me that these were "internet adult entertainment related" calls. When they heard I had teens in the house, they advised me to pay which I did. I had no other Vanuatu activity until my last bill for line #2 (which we are using solely for the internet now). I am being billed for a call placed in November to Vanautu for 1 minute for $10.55 by AT&T (my lone distance carrier for line #2). I'm paying the bill. I just put international block on both my phone lines (Verizon - no charge) but was told by Verizon that :
    if the calls started out as 800 or 900 calls they wouldn't be blocked.
    I don't know if this block will stop the internet long distance calls. I am writing the FCC and my local PUC.
         You may not be right by just targeting AT&T. If there is anything more I can do to help stop this fraud please let me know.

         My phone bill last month was $5587.30. It seems my brother, who is somewhat mentally handicapped and does not read too well, hit a porn site while I was out of town one week in December. He stayed on this site all night for three nights. AT&T is very unwilling to make any compromises. All I wanted was for AT&T to set up a separate account in my brother's name (who does have a job) so that he could pay it off and I would be out of the loop. "No way" says AT&T.... Any suggestions???

         We rec'd out phone bill for last month, there was $389 added for international phone calls to Vanautu. Same thing. My son was on a chat site, he said that he was disconnected and then saw this other window open 4 times. Each time he tried to close it and eventually had to turn the system off.
         I listen to Clark Howard at work everyday and had heard of this before. I printed his instructions and then called the phone co., (AT&T).      Same thing, they say they can't reverse the charges since the calls were made from my computer.
    They are making money from what should/may be an illegal act, seems to me that makes them just as bad as the people who are running this scam. I am willing do do whatever I can to stop this.

         I have been charged for two calls to Vanuatu, totaling 14 minutes and $100.10.
    I guess I got off cheap. AT&T was no help.
    I note that Clark Howard mentioned that the call may not have even left the US!

         It is our opinion, after some research, that we have been crammed by AT&T.
    We believe this because NO ONE at AT&T can tell us the business involved
    with the numbers they say we accessed. All of the billings are for
    Internet Telephone calls to adult entertainment.
    To whom and for what, AT&T says,"they cannot tell us that".
    We have tried locating the numbers our selves to no avail.
    We have tried getting correspondence to management,
    (there use to be mailing addresses on the web site, now there are only names--go
    figure), via the contact us page which gives the option to contact management,
    but customer service seems to always intervene.
    They said we could have our hard drive accessed and discover
    when and where the calls took place.
    We tried to explain to them that unless we know the business
    that a reading of the hard drive is futile.
    All the hard drivel will show us is URL's not telephoned numbers.
    They do not seem to get it or maybe do not want to.
    We are still fighting paying the bill.
         I have sent mail and emails to AT&T and continue to get the same responses.
    I agree that the Customer Service people must be trained in this as some of the
    other reports on your sight have indicated. I have attached the emails for you
    to use in your history files of the AT&T Cramming Scam.
    As you can see they ring the same bell and any time I make a call
    or they call us it’s the same.
    Just like a pre-recorder machine.
         We continue to get phone calls regarding this 2-3 times daily.
    A lot of the times when the calls come they are in the form of a recording and we
    usually just hang up, we also get a lot calls where there is no one on the other end.
    We suspect that these calls are from AT&T also because one time when the call came,
    a few hours later AT&T called.
    We gave our usual answer that they are not to call us and we are in dispute.
    We also told them that it is against the law for them to call us more than
    once a day and they said no one answered the phone earlier.
    That was an outright lie since my wife had been home all day and we have voice mail,
    but there was no message on it from AT&T.
         We apologize for the length of this, but as you can see we are totally frustrated.
    AT&T has wronged us before when we had a calling card with them.
    It took them 6 months to cancel the card after we told them via several
    communication modes to cancel it.
    Someone had the card number and was charging up a storm.
    They refused then to admit that they were wrong and we went to the Chairman
    of the board. We never heard anything after that.
    Now we have to go through this all over again.
    If you file a class action suit, let us know.

    The AT&T Online Customer Service office handles any type of e-mail inquires including complaints and disputes.
    As you know we are not in management but do reinforce the previous manager decision that was made on your account.
    The calls in question were made direct dial from your home via the Internet. Someone in the home using your computer is going to various web sites where International Adult Entertainment advertisements appear.
    Some free software can be downloaded to your computer which is called an ISP Dialer (Internet Service Provider Dialer) onto the desktop. The dialer download programs required the computer to have a modem and phone line. The cable modems are not vulnerable to this program, unless the computer also has a modem and phone line connection. The software allows customers access to web sites without the use of a credit card. Once the software is downloaded, a pop up window appears with a very long disclaimer specifically stating it will terminate your local access connection to your Internet provider and automatically add the International dial up prefix and connect a call to Vanuatu. It states that long distance apply on your phone bill. There are two push tabs at the end of the disclaimer asking to accept/grant or deny the connections. Most customers will be able to verify these files for themselves by locating the URL (web address) in their history file or temporary Internet file. Upon attempt to exit the window another window immediately pops up with a possibility of 20 windows popping up before a complete exit occurs.
    Please contact our Customer Service Center at 1-800-222-0300, available 24 hours a day, seven days a week for assistance. Due to the proprietary nature of your account, I am unable to provide you any specific information via e-mail.

    Were not sure what to do to take these charges off,

    I have news for Ted, I'm getting his long distance service but I'll use my phone card at 4.5 cents per minute and not use his long distance. I don't really know if I am legally required to pay the $10.55.

         The above email is about as mindless a statement as I have heard. He is still taking AT&T's long distance service, yet he is going to use another "long distance calling card".         My inlaws both well over 70 and both with major medical conditions are being charges for over $300.00 for these calls.
    Talking to AT&T is like talking to a brick wall. They are rude and insist that their system is 100% accurate.
    They really said that to my Father-in Law. Put us in for the class action suit.
    It is time that the big boys got their due. We have sent letters of dispute to both AT&T and Bell South. We have sent for complaint forms for the state of Florida. W have sent e-mail to the executives at AT&T, we have posted an E-mail on the local TV site for consumer issues.
    We have put a message on a new site related to consumer issues here in Orlando thru 'Inside centralfl.com) and we faxed Clark Howard as we could not get to him via phone. I told AT&T that there were several people that had the charges removed after a call from Clark and that I deserved the same treatment. An AT&T supervisor just stated that they had taken off $50.00 and that was all I was going to get no matter what.

    Details:
    Bill from Sprint for Jan. 4,2001 for my second line (computer use only).
    An AT&T Intl-standard charge to VANUATU for 1.0 min = $7.05
    An AT&T Intl-standard charge to VANUATU for 15.0 min = $105.75
    Total = $112.80

    Called AT&T and placed these charges under protest.
    They said I have to PAY. I told them I wasn't paying.
    Called sprint (my local MONOPOLY) and placed these charges in dispute.
    We'll see what they say in a couple months when AT&T pursues payment.
    Have FIRED AT&T as my long distance carrier after 27
    years of being a loyal customer.
    Had sprint reduce service to my second line to local calls ONLY.
    FYI:    Last year I had a problem with sprint and AT&T over local long distance calls being routed through AT&T's switches. The calls normally terminated at a location 5 miles away but,
    because of going through AT&T , ended up 30 miles away.
    Ended up costing me $832.00 for calls from my son's computer to a local access number for worldspy.com, whose software placed a '1' in front of the required 10 digit number without our knowing it. All parties claimed it wasn't their fault. The computer was to blame.
    Pay the bill or lose phone service.
    Appealed to FLORIDA Public Service Commission for help with what I thought was fraudulent billing practices. All they did was call the phone companies for "their" side of the story. No REAL investigation whatsoever. They told me to pay the bill. Can anyone say "COLLUSION"?
    Appealed this to the FCC, also to no avail as they also did NO investigating.
    It seems to me that NO ONE cares about these problems
    as long as "they" get their "cut".

     When a phone company or a representative of a company changes your long distance carrier without your knowledge or permission .
CRAMMING
     When a company and/or long distance carrier uses deception to get you to make a long distance phone call without your knowledge or permission and then makes usually expensive long distance charges against your phone bill.

An added note: please look in your dial-up network file. I found an auto-dialer placed there. It is this auto dialer, I believe, that makes those phone calls without your permission anytime of day or night.

There is presently a class action suit against AT&T
     and every other long distance companies, that continue to do business
     with disreputable oversea companies that draw many, many complaints
     such as this Vanuatu scam.
AT&T must be made to realize they are allowing people to be crammed.

AT&T should re-imburse these people who have been taken for hundreds of dollars.
AT&T should have the common decency to try to resolve this,
     as any reputable company would do.
AT&T knows of the numerous complaints yet they do nothing.
     quoting: "we should have read the 'contract', its on your phone,
     talk to your kids, pay up and shut up"

If you have been crammed or know anyone who has been crammed
please let them know of this site.
Let's make AT&T pay for their cramming ways.
