---Not only Our nation, the New Worcester Kingdom, has a constitution. But each province also has a constitution which is under the federal constitution. This is the first provincial constitution. The constitution of Babal. The Constitution of the Province of Babal in the New Worcester Kingdom: PRELUDE: This prelude shall appear in all provincial constitutions. In ARTICLE I-I of the New Worcester Kingdom constitution, it states, “It is to be known, that all formal proclamations of Our Ruler are Law which should and must be obeyed by the Esterite citizens of Our Neo-kingdom”. This is a formal proclamation which should be obeyed. We, His Grace, state in this formal proclamation that each Esterite province should have a constitution and local government. Each provincial government and constitution are under the national government and constitution. All provincial constitutions are under the Scroll of Freedom. Each member of that said province must obey his federal and local constitution and government. ARTICLE-I-I: The Province of Babal shall have a monarch. The Provincial Monarch may expel a member from His/Her province at any time. The monarch is under the will and power of the Monarch of the New Worcester Kingdom. I-II The Provincial Monarch may, if the province’s population is below two, appoint members to His government. I-III The Babal government is as such: PROVINCIAL MONARCH CHIEF OF PROVINCE PROVINCIAL AMBASSADOR SECRETARY OF PROVINCIAL IMMIGRATION GUARDIAN OF THE PROVINCE HAND OF THE PROVINCE I-IV The Provincial Monarch may appoint a Hand of the Province. A Hand of the Province is appointed every year. A Hand of the Province is charged with the duty of developing and growing the Babal province for its betterment. Only one Hand of the Province can be appointed at a time. I-V The Provincial Monarch may appoint a Guardian of the Province. The Guardian of the Province is appointed by the Provincial Monarch for life or until He gives up this sacred position or until the Guardian of the King expels him. The Guardian of the Province must submit to the Guardian of the King’s command. ARTICLE II-I: The Chief of Province is elected every year. The Chief of Province is second to the Provincial Monarch. In power, the Chief of Province can do anything the Provincial Monarch can do but only if the Provincial Monarch lets Him/Her. The Chief of Province must obey, love and protect the local and federal constitution. He must obey, love, and protect the local and federal government. II-II It is to be known, that all formal proclamations of Our Provincial Monarch are Bills for Law. For it to become federal law, the Provincial Monarch must send them to the Federal Monarch. The Federal Monarch can veto or accept the Bill. If it is vetoed, it must be sent to the Prime Chief. If the Prime Chief accepts it, it is Law. If He expels it, it is finished. If the Federal Monarch accepts the law, it immediately becomes Law which all citizens of Babal must obey. II-III No speech the Provincial Monarch gives is law unless the Chief of Province accepts it. II-IV The Provincial Monarch holds the right to veto any law the Chief of Province gives. If it is vetoed, it is sent to the Guardian of Province. If he accepts it, it’s law, if He vetoes it, it’s dead. II-V The Provincial Ambassador is elected every year. His duty is to be the ambassador from Babal to the federal government. He must inform His Majesty of the NWK of all new laws and amendments passed. He must inform His Majesty of all Babal affairs. He acts as the Babal ambassador to other provinces. II-VI The Secretary of Provincial Immigration is elected every year. His duty is to deal with immigration into Babal. He can make immigration Bills which He can send to the Secretary of Immigration. If the Secretary of Immigration passes them, they become federal law. II-VII The Provincial Monarch holds to right to do almost anything He/She wants under the constitution of the New Worcester Kingdom and the Babal constitution. He can make PROVINCIAL laws, which are only applicable to Babal. He can make up to two PROVINCIAL laws a year. ARTICLE III-I: The Babal slogan is, “GREAT IS THE PRIDE OF BABAL, FOR WE DO NOT BABBLE BABEL.” III-II The official Royal seal of His Babal Majesty is the TELO: The TELO. III-III The official foods are pizza and chocolate. III-IV The official name of the citizens is Babal citizens, and the adjective is Babalish. III-V The official languages are Babel, Willish (Our First Prime Chief William’s backward language) and English. III-VI The official government is a Provincial constitutional democracy. The King of Babal or Prince of Babal or Queen of Babal is ruler (under the provincial constitution, federal constitutional, local and federal governments and Scroll of Freedom). The oldest child is the Crown of Babal who takes the throne after their ancestor. If the Provincial Monarch has no children, His/Her eldest brother/sister takes the provincial throne. If the Provincial Monarch has no brothers/sisters (halves don’t count) the present Chief of Province becomes the Provincial Monarch. III-VII Citizens should send their ideas on provincial flags and provincial anthems to the Provincial Monarch. ARTICLE IV-I: All Babal citizens must obey the federal and provincial constitutions and their government. All Babal citizens must abide by the Scroll of Freedom, their Provincial Monarch and their Monarch. All citizens must obey the provincial and federal LAW and serve the Chief of Province and Prime Chief. All Babal citizens must know one of the three official languages. IV-II The Babal citizens should run their government themselves without having anything to do with the federal government strictly speaking. IV-III One amendment may be made to this constitution a year, and the Honorable Provincial Monarch can make it. No one but Him has such right. IV-IV The Province of Babal in the New Worcester Kingdom can have a Duke, Earl, and Lord. Only the Monarch can appoint people these titles. The Provincial Monarch cannot knight Esterite citizens.
