The constitution now used, which is the first of our nation, was written by His Majesty *********** of the ************r family and by Prime Chief **********************. PRELUDE: This is the Constitution of the New Worcester Kingdom, which was perfected and approved by His Grace. He began writing it August 5, 1998, Wednesday. It is here by proclaimed by His Lordship Himself that the Scroll of Freedom which originated from that same great overlording power of our great Monarch, **************, is the basis of this constitution and is also proclaimed as canon Law. God bless and save Our Blessed Ruler. ARTICLE I-I: It is to be known, that all formal proclomations of Our Ruler are Law which should and must be obeyed by the Esterite citizens of Our Neo-kingdom. Any speech which the King or Prince gives is Law. The King or Prince or Monarch of any form has the write to VETO any law the Prime Chief Himself proclaims. If the Prime Chief’s said law is Vetoed by Our Ruler, it is to be again voted upon by Our citizens. I-II The Monarch of this nation holds the write to, if citizenship is under twelve citizens, He may appoint members to the governmental possitions. The governmental possitions are: MONARCH PRIME CHIEF CHIEF OF FOREIGN RELATIONS CHIEF OF PEACE MICRONATIONAL AMBASSADOR AMBASSADOR TO THE LOSS SECRETARY OF WAR SECRETARY OF IMMIGRATION SECRETARY OF BABEL GUARDIAN OF THE KING HANDS OF THE KING (1-8 can be appointed) I-III If a vacancy is found in the government of one of these said positions, the Monarch can and should appoint one of His citizens to that vacant position or positions. I-IV The Monarch can unappoint or expell from citizenship any member of the government who is either unconstitutional, is acting unconstitutional, has made unconstitutional actions, has disobeyed the Law or has insulted Our Lordship in any way. I-V For the safety of the nation, the Monarch can expell from citizenship, any member of His Nation. I-VI All citizens but the Prime Chief are submitted to the Monarch’s right to call them, “Flubbershknubbynobblyiesers”. ARTICLE II-I: The Prime Chief’s position is second to the Monarch. In power, the Prime Chief can do anything the Monarch can do but only if the Monarch lets Him. The Prime Chief is second only to the Monarch and obeys none but the Monarch. So there. II-II The Prime Chief is elected every three months. He is the boss of the Chief of Foreign Relations and the Chief of Peace. He can veto anything the two chiefs submit. Then it must be put before the Monarch. The Monarch either passes it or vetoes it. If it is vetoed by the Monarch. It is FINISHED. II-III The Prime Chief can act, if appointed, as an Ambassador to any other micronation. II-IV The Prime Chief can act as any other chief, such as the Chief of Foreign Relations or the Chief of Peace. ARTICLE III-I: Any treaty between nations or micronations will immediatly become LAW. III-I The Chief of Foreign Relations is elected every three months. He is under the will of the Monarch and Prime Chief. His job is to act as an Ambassador between the New Worcester Kingdom and any nation or macronation (excluding micronations). III-II The Chief of Peace is elected every three months. He is under the will of the Monarch and Prime Chief. His job and duty is to help make sure peace treaties are obeyed and observed by the government. III-III The Micronational Ambassador is elected every two months. His job is to be an ambassador between the New Worcester Kingdom and other micronations (excluding the League of Seccesionist States and the Grand Alliance). The Monarch can act as ambassador in his place. III-IV The Ambassador to the LOSS is elected every four months. His job is to be an ambassador between the New Worcester Kingdom and the League of Seccesionist States. The Monarch can act as ambassador in his place. III-V All ambassadors are not permitted to proclaim war. Only the Monarch and the Secretary of War (under the Monarch’s supervision) can proclaim war on any nation or micronation. ARTICLE IV-I: The Monarch can at any time, appoint Hands of the King, which are appointed every four months. Hands of the King are charged with the duty of developing and growing the New Worcester Kingdom for its betterment. Only a maximum of eight can be appointed. IV-II The Secretary of War is elected every four months. The Secretary of War can proclaim war (under the Monarch’s suppervision) on any nation. His job is to see that if war is proclaimed on the New Worcester Kingdom, the Monarch and Prime Chief knows. IV-III The Secretary of Immigration is elected every four months. The Secretary of Immigration’s jobs are to help people immigrate to the New Worcester Kingdom. He can make laws on obtaining citizenship but the Monarch can veto them. At which point, the people must re-vote. IV-IV The Secretary of Babel is elected every four months. The Secretary of Babel’s jobs are to observe the development of the Babel language and to see that it is used properly. IV-V The Guardian of the King is appointed by the Monarch for life or until He gives up this sacred position, or until the Monarch expells Him. The Guardian must have had the possition for a seven days before He can use His position. He is leader of the Secretaries. The Secretaries must submit to His will under the constitution and Law. He can begin and END all governmental debates on economy, meaning, that He can choose which economical belief the government will abide by under the constitution and the Monarch’s will. ARTICLE V-I: The New Worcester Kingdom is split up into five provinces, BABAL - Wherever His Majesty’s bedroom is. His Majesty’s bedroom is Babal. INTOS - The Kingdom’s invisible or internet space, the space of internet or e-mail between citizens. NEROS - The area from Worcester to Dudley and to the South Shropshire Hills in the United Kingdom. NONOS - The island of Colonsay off the coast of Scotland KERAN - The East half of the town of Hereford in the United Kingdom. The capital is Babal. V-II The New Worcester Kingdom slogan is, “A GREAT KING OF A GREAT PEOPLE”. V-III The official Royal seal of His Majesty is the NWK: The NWK. V-IV The official foods are pizza and potatoes. V-V The official name of the citizens is Esterite, and the adjective is Esterish. V-VI The official languages are Babel and English. V-VII The official government is a constitutional democracy. The King or Prince or Queen is ruler. There oldest child is the Crown Prince or Princess who takes the throne after their ancestor. If the Monarch has no children, His/Her eldest brother/sister takes the throne. If the Monarch has no brothers/sisters (halfs don’t count) the present Prime Chief becomes the Monarch. V-VIII The official oath a Monarch takes on crowning is, “I WILL BE MY NATION. I WILL RULE A MONARCH! AND MY CROWN TOLD ME!” ARTICLE VI-I: Citizens should send their ideas on flags and anthems to the government. VI-II Citizens should send their poems, ideas, thoughts, or stories to the government newspaper, KING’S NEWSPAPER. VI-III The Prime Chief should be the one who crowns the prince or princess to make her/him king/queen. VI-IV There cannot be a law against citzens having more than one spouse. ARTICLE VII-I: Dogs, cats, fish, or birds or any 3-300 legged animals cannot apply for citizenship. VII-II Men and women are equal in governmental statuses. VII-III Women and men can be members of the government. VII-IV You must be 12 or over to join the government. VII-V You must be 10 or over to obtain citizenship (anyone younger must be accompanied by an adult). VII-VI The monarch or Prime Chief under the monarch's supervision can create an amendment. Amendments to the Constitution of the New Worcester Kingdom: by His Highness *************** I (amendments I-XXVIII). AMENDMENT I: Each province must have a constitution and provincial government. The provincial constitution and government is under the federal constitution. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 3:58 PM. AMENDMENT II: Only the Monarch can claim a colony. For a colony to become a province, it must have been a colony for over one full year. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 3:59 PM. AMENDMENT III: The American towns of Palmyra and Walworth in New York State are hereby, the Origo Colony of the New Worcester Kingdom. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:01 PM AMENDMENT IV: On the abdication of a Monarch with no heirs or other successors, the present Prime Chief must become Monarch. If there are two or more Prime Chiefs, there will be a vote cast on which will become Monarch. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:05 PM. AMENDMENT V: All federal laws, besides speeches and treaties are to be recorded in a book, to be called Faslexius. This is the responsibility of the Monarch and/or Prime Chief and/or Guardian of the King and/or whatever position is invented within the amendments of this constitution. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:13 PM. AMENDMENT VI: If the Monarch dies and has an heir under the age of thirteen, the heir must remain temporary Crown Prince(ss). To be a Monarch of the New Worcester Kingdom, you must be thirteen or older. Until then, the heir cannot become Monarch. Until that time, the present Prime Chief becomes temporary King/Queen until the Crown Child can take the throne (using the procedure in Amendment IV). The Prime Chief must abdicate on the Crown Child becoming thirteen. This is to insure the safety of the New Worcester Kingdom and to insure it continues forever. If the Prime Chief does become Monarch, a new Prime Chief must be elected. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, PM. AMENDMENT VII: As of now, the official title of a male/female Monarch is “(name of Monarch) (number of times that name has been used for an Esterite Monarch, such as I, II, III, IV, V) King (or Prince or Queen) of the New Worcester Kingdom, Lord (or Lady) of the Army, Duke (or Duchess) of Babal, and Defender of the Colonies.” He may be referred to as King (or Prince or Queen) (name of Monarch), or His Highness (name of Monarch). RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:36 PM. AMENDMENT VIII: The Monarch is Chief-Commander of the Army, Supreme Governor of the Babal Province, and Holy Chief of the government. Never can the Monarch’s powers be reduced, even under the Monarch’s will (except His Highness ********* I). RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:36 PM. AMENDMENT IX-I: The right of citizens of the New Worcester Kingdom to vote shall not be denied or abridged by the New Worcester Kingdom or any province on account of gender, race, color, or previous condition of servitude. IX-II: Neither slavery nor involuntary servitude shall exist within the New Worcester Kingdom or any place subject to their jurisdiction. IX-III: The government, federal and local, or citizens, cannot deny the right of any individual to vote in any Federal election because of an error or mistake in pronunciation of English, Willish or Babel. Neither can this right be denied to Esterite prisoners or slaves. IX-IV: Verily, it is proclaimed that all men and women are created equal and have equal rights, equal position in society, equal options in life and this can never be taken away from mankind and the Esterite citizens within this nation. IX-V: No internal racism or prejudice is allowed in the New Worcester Kingdom. Only external racism is allowed, such as against other micronations and nations. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:40 PM. AMENDMENT X: No person shall be elected to the office of the Prime Chief more than eight times. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:57 PM. AMENDMENT XI: Ordinary lawsuits shall not follow the royal court around, but shall be held in a fixed place. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:58 PM. AMENDMENT XII-1: No sheriff nor knight of Ours, nor anyone else shall take the horses or carts of any man for transport, unless by the will of that man. XII-II: Neither the Monarch nor Our government shall take another’s wood for castles or for other private uses, unless by the will of him to whom the wood belongs. XII-III: Stealing, robbing and crookery is forbidden in the New Worcester Kingdom. Murdering, manslaughter, and slavery is forbidden in the New Worcester Kingdom. Infringing another’s privacy is forbidden in the New Worcester Kingdom. Infringing another’s right to freedom of speech and freedom of flag-burning is forbidden in the New Worcester Kingdom. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:58 PM. AMENDMENT XIII: Rebellion and revolution is forbidden in the New Worcester Kingdom. Bloodshed of innocents is forbidden in the New Worcester Kingdom. No one may secede from the New Worcester Kingdom and form their own micronation without sending a declaration of independence or Scroll of Freedom to the Monarch. If the Monarch approves, they may secede. If He does not approve, the seceders will be stripped of citizenship, titles and positions, and removed from the New Worcester Kingdom. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 4:59 PM. AMENDMENT XIV: To none will the Monarch sell, to none deny or delay, the right of justice. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 5:00 PM. AMENDMENT XV: The Monarch is the only one who may claim territories. A territory must be a month old or older to become a province. A territory must be a month old or older to become a colony. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 5:05 PM. AMENDMENT XVI: There can be no more than three Prime Chiefs. There can be no more than one Monarch. All other positions in the Federal government are one besides the Hands of the King, which there are eight of. RATIFIED: SEPTEMBER 1, 1998, TUESDAY, 5:12 PM. AMENDMENT XVII: Terrorism, the acts of terrorism, and all such illegal acts are prohibited by law. It is illegal. Terrorism against other macronations or micronations is forbidden. Terrorism against the New Worcester Kingdom is forbidden. Terrorism against people within the New Worcester Kingdom is forbidden. Those who do all said acts will be punished by removal from the New Worcester Kingdom, Esterite citizenship, removal of titles or other punishments dictated by Law. AMENDMENT XVIII-I: Esterites are equal before the law, without any discrimination for reasons of birth, race, sex, religion, opinion or any other personal or social conditions or circumstance. XVIII-II: Everyone has the right to life and physical and moral integrity and in no case may be subjected to torture or inhuman or degrading punishment or treatment. XVIII-III: Freedom of ideology, and religion of individuals and communities is guaranteed without any limitation in their demonstrations other than that which is necessary for the maintenance of public order protected by law. XVIII-IV: No one may be obliged to make a declaration on his ideology, religion, or beliefs. XVIII-V: Every person has the right to liberty and security. No one may be deprived of his liberty. XVIII-VI: Everyone arrested must be informed immediatley, and in a way understandable to him, about his rights and the reasons for his arrest, and he may not be forced to make a statement. The assistance of an attorney to the arrested is guaranteed during police and judicial proceedings under the terms established by law. XVIII-VII: The right of honor, personal and family prvicay and identity is guaranteed. The home is inviolable. No entry or search may be made without legal authority except with the express consent of the owners or in the case of a national emergency being declared by the Monarch or Prime Chief. XVII-VIII: The dignity of the person, the inviolable rights which are inherant, the free development of the personality, respect for the law and rights of others, are the foundation of political order and social peace. The basic rights which are recognized by the Constitiution and Its amendments shall be interpreted in conformity with the Universal Declaration of Human Rights and the international treaties and agreements on those matters ratified by the New Worcester Kingdom. XVIII-IX: All have the rights to peace and prosperity, except whence commiting a crime against Esterite law. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:15 PM. AMENDMENT XIX: Wars between the New Worcester Kingdom and other micronations/macronations shall follow human rights as dictated in Amendment XVIII.. The New Worcester Kingdom may never spam another nations electronic mail (e-mail) or mail. The New Worcester Kingdom may never infect another nations electronic mail (e-mail). The New Worcester Kingdom cannot commit computer virus warfare in any forms. This is forbidden. The New Worcester Kingdom must inform Its opponent through a declaration of war before war may begin. Peace may only come between a warring nation through a peace treaty. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:32 PM. AMENDMENT XX: If the Monarch has no heirs and their are no Prime Chiefs, the succession of the throne is thus: GUARDIAN OF THE KING CHIEF OF PEACE SECRETARY OF BABEL SECRETARY WAR SECRETARY OF IMMIGRATION If there are none of these positions, the Provincial Monarchs of each province must take a vote on the next Monarch (each Provincial Monarch with one vote). The votes will be counted twice by each Provincial Monarch and (optional) re-checked by the Chief of Foreign Relations. The second-most voted individual or chosen Hand of the King must announce the new Monarch to the whole micronation. Then one week later, if the chosen individual wishes to be Monarch, He/She shall be crowned and put into oath in the supervision of the second- most voted individual or chosen Hand of the King. Then one day after, the chosen individual must take the duties and powers of the Monarch to be His/Her own. If the chosen individual does not wish to be Monarch, the second-most chosen individual becomes the chosen individual or the process must be done over. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:40 PM. AMENDMENT XXI-I: Civil war is illegal. The consitution is the basis for the laws and proclomations thus after. There can be no argument on these precisely stated articles and amendments. Those who create civil war will be punished and stripped of titles. Those who make threats of civil war will be stripped of titles. All attempts at civil war must be crushed and those attempting punished. XXI-II: If a civil war is lost by the government, then the government must beg for help from allies and friends. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:49 PM. AMENDMENT XXII: Revolutions should be dealt with in the manner as civil wars are (see amendment XXI). RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:49 PM AMENDMENT XXIII: For a colony that is over the age of one full year, an Esterite citizen dwelling within that colony can apply for provicialship. The Monarch may approve or disaprove it. Once a province, it is required to establish a provincial government and constitution. The Monarch may write the provincial constitution or the person who applied for provincialship may call a Constitutional Congress. All Esterite citizens of that province may vote upon each suggested article and amendment, until it is voted that the constitution is finished. Then it must be signed by five individuals and after being approved by the Monarch, becomes law. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:54 PM. AMENDMENT XXIV: No one can ever destroy the New Worcester Kingdom. It shall forever exist. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 12:55 PM. AMENDMENT XXV: If the Monarch has no heirs, He may select one to replace the Prime Chief’s claim to the crown. The selected heir must be written down and the writing must be openly available to all or the chosen one cannot be an heir. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 1:15 PM. AMENDMENT XXVI: A Prime Chief may be impeached for the following reasons: 1. ACTING UNLAWFUL, DOING UNLAWFUL ACTS, BEING UNLAWFUL. 2. ACTING UNCONSTITUTIONAL, DOING UNCONSTITUTIONAL ACTS, BEING UNCONSTITUTION. 3. OBSTRUCTING JUSTICE 4. OBSTRUCTING HUMAN RIGHTS 5. INSULTING THE MONARCH 6. BREAKING A TREATY OR INTERNATIONAL AGREEMENT 7. ABUSING POWER 8. MISUSING POWER 9. NOT OBSERVING CONSTITUTIONAL/LAWFUL DUTIES 10. CAUSING A CIVIL WAR, REVOLUTION OR OTHER SUCH DISTURBANCE. To be impeached, the ambassadors or chosen delegates of each province must meet and declare a Congress of Impeachment. They must each vote on whether any of the said reasons for impeachment have been done. If the majority vote decrees so, then it must be recorded. Then the Chief of Peace, Chief of Foreign Relations/Affairs and Secretary of War must recieve the record of the Congress of Impeachment. They must each vote on whether the said reasons for impeachment have been done. These votes must be added to the record. Then the Provincial Monarchs of each province must vote on whether to continue. If they agree so, then the process will continue. The Monarch will vote on whether the said reasons for impeachment have been done. His/Her votes will be added to the record. The votes will be added up and it will be declared, in a second Congress of Impeachment of the ambassadors or chosen delegates of each province whether the majority vote is in favor of the Prime Chief’s impeachment.If so, He/She is forced to resign and may not be re-elected for a whole two years. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 1:15 PM. AMENDMENT XXVII: Alchohol can not be used by or sold to individuals under the age of twenty one in the New Worcester Kingdom. Cigarettes and tobacco can not be used by or sold to individuals under the age of eighteen in the New Worcester Kingdom. All other non-medicinal drugs (besides caffiene) are illegal in the New Worcester Kingdom. RATIFIED: SEPTEMBER 13, 1998, SUNDAY, 1:16 PM. AMENDMENT XXVIII-I: Each province shall have a Sheriff. Each city shall have a Sheriff. The Sherrif is chosen by the Monarch or Provincial Monarch of province. A Sheriff is a non-governmental position. A Sheriff is authorized to arrest Esterite citizens (only in the New Worcester Kingdom or its territories and colonies) for unlawful and unconstitutional behavior and acts, unlawful uses, unlawful doings, and posession of unlawful things and objects. XVIII-II: Each town or village shall have a Judgementer. The Judgementer is chosen by the Monarch or Provincial Monarch of province. A Judgementer is a non-governmental position. The Judgmenter is authorized to do as the Sherrif does but for a village or town.
