FL 43- Treaty of Unity Between Aerica and the Esterites:

The Federal Government of the New Worcester Kingdom, does advise and consent to the ratification of the Treaty of Unity between Aerica and the Esterites, which was finished on April 26, 1999.

FL 44- The New Deal of *******************************:

Article One: There shall be a Works Progress Administration (WPA), that shall create projects for construction, electricity, aiding flood control and providing irrigation. The House of Law shall give them money from the Treasury to do so, at an amount they design.

Article Two: There shall be a Civilian Conservation Corps (CCC), that shall cut brush, clean trails, plant trees, build dams of relative size, and perform other conservation tasks. The House of Law shall give them money from the Treasury to do so, at an amount they design.

Article Three: There shall be a Federal Emergency Relief Administration (FERA), that shall give money to provincial and local governments to give food, clothing and water to needing citizens. The House of Law shall give them money from the Treasury to do so, at an amount they design.

Article Four: There shall be a Civil Works Administration (CWA), to provide jobs for citizens by giving members tasks. They shall repair roads, paint schools, build playgrounds, and rake leaves. The House of Law shall give them money from the Treasury to do so, at an amount they design.

Article Five: There shall be a Social Security and Welfare Administration (SSWA), which shall deal out social security to the elderly, and welfare to the poor at the House of Law’s limits.

Article Six: The heads of each of these administrations shall be a secretary, appointed by the Prime Chief.

FL 45- Department of the Interior Bill:

There shall be a Department of the Interior, which shall deal with internal affairs of the New Worcester Kingdom. It shall deal with native Indians, the collecting of taxes, the distribution of warrants, and the distribution of birth certificates, death certificates, and all government licenses. They shall have a Secretary appointed by the Prime Chief.

FL 46- The National Guard Act:

The National Guard (the militia) shall defend the New Worcester Kingdom from attack, repel invasions, and defeat rebellions. They shall have a Guard-General, appointed by the Prime Chief, who shall lead them.

FL 47- The New Ministries Act:

Article One: There shall be --- new ministries:

Article Two: The Foreign Ministry shall deal with all relations of the New Worcester Kingdom with foreign micronations, ephemeral states, microstates, and mesonations.

Article Three: The Ministry of Macronational Affairs shall deal with all relations of the New Worcester Kingdom with foreign macronations or real countries and empires.

Article Four: The Ministry of Agriculture shall deal with all agriculture in the New Worcester Kingdom.

Article Five: The Ministry of the Constitution shall record and direct the enforcement of the constitution in the provinces, colonies and territories, and prevent and extinguish rebellion or secession.

Article Six: The Ministry of Law shall record and direct the enforcement of the laws, conventions and treaties in the provinces, colonies and territories, and prevent and extinguish rebellion against them.

Article Seven: The Treasury Ministry shall be the Treasury of the New Worcester Kingdom, and shall manage all the money and collected taxes of the New Worcester Kingdom, and distribute money when required by the approved budget.

Article Eight: The Ministry of History shall record the history of the New Worcester Kingdom.

Article Nine: The Law Enforcement Ministry shall have the following departments: the Department of the Policemen, the Fire Department, the Central Intelligence Department, the Federal Department of Investigation, the Sheriff Department, the Secret Police Department, the Terrorist Defence Department and the Knight Department. Each department shall have a Secretary to lead it, appointed by the Minister of Law Enforcement.

Article Ten: The War Ministry shall carry out the executive or legislative decisions dealing with any declared war or the details of any wars declared not-so-mentioned by the House of Law, Monarch or Prime Chief, and shall record and enforce decisions of war, or direct the nation during a state of martial law.

Article Eleven: The Ministry of Defence shall deal with the defence of the New Worcester Kingdom, and make reports on the defence of the NWK.

Article Twelve: The Prime Ministry shall direct all other ministries, under the Monarch’s authority, and shall have a Prime Minister.

Article Thirteen: Each ministry shall have a Minister, appointed by the Monarch for whatever term the Monarch shall decide. They may be impeached and removed from office by law.

FL 48- The Monarch’s councils:

The Monarchs shall have a defence in all trials, personally appointed by the Prime Minister. He or she shall also have a King’s Council to assist in the execution of His/Her powers, and an Executive Council to assist the King’s Council.

Article One: There shall be a Third Constitutional Congress (a national convention to propose amendments to the Laws of New Worcester), opening on the date of May the eighth in the year of Our LORD One Thousand Nine Hundred and Ninety Nine. It shall end on May the twenty third in the same year, or until ended by the President of the Third Constitutional Congress.

Article Two: The Third Constitutional Congress shall consist of every citizen or honourary citizen of the New Worcester Kingdom, at that time, and each shall have an equal vote. They shall, after the opening day, elect a President of the Congress, and a Clerk. They shall make proposed amendments, by majority vote.

Article Three: Copies of the proposed amendments shall be delivered to *************************, and to the Monarch.

Article Four: All amendments coming to force, shall be in the Faslexiuses.

FL 50- [Brother] Honourary Citizenship Bill.

The King grants [his brother] honourary citizenship and he is assigned honourary membership in the Insulas Province. He is the second honourary citizen.

FL 51- International agreement about the proscription of nuclear weaponry.

The Federal Government of the New Worcester Kingdom, does advise and consent to the ratification of the International agreement about the proscription of nuclear weaponry, as already signed by the Democratic Union of Ratelon, Friestaat KLE, and Volkrepublik Kommunikatien. FL 52- Chancellor Act.

BE IT KNOWN, that *************************** is Chancellor of the New Worcester Kingdom and assumes all powers as thus. The Chancellor shall assume all the powers of the Monarch when he is unable to assume them and Prime Chief when he is unable to assume them. The Chancellor may sign treaties in the name of the New Worcester Kingdom, and may act as a Foreign Minister. His term of office shall be deleted only by the Monarch, or by the Holy Esterite Court.
